EVENING.UM, MY NAME IS CAROLINE VAN TUR AND I AM A PLANNER WITH THE BERKELEY GROUP.
AND WITH ME IS KELLY DAVIS, THE DIRECTOR OF PLANNING WITH THE BERKELEY GROUP.
WE HAVE BEEN WORKING WITH THE COUNTY OVER THE LAST YEAR AND A HALF TO UPDATE THE COMPREHENSIVE PLAN.
UM, AND I'D LIKE TO THANK THE BOARD OF SUPERVISORS FOR JOINING US TONIGHT.
UM, SO WE CAN REENGAGE THE BOARD AND PRESENT THE PLANNING COMMISSION'S DRAFT OF THE COMPREHENSIVE PLAN PRIOR TO THE DRAFT GOING TO THE PUBLIC IN MARCH FOR THEIR INPUT.
SO TONIGHT WILL REALLY BE, OH, I BELIEVE THIS MAY BE THE PRESENTATION, UM, FROM THE PREVIOUS MEETING.
ALVIN, I APOLOGIZE, IT SHOULD HAVE ALL OF THE DRAFT CHAPTERS I STRIVE AS WELL THAT WE CAN USE IF NEEDED.
MR. BASSETT IS BRINGING UP A FLASH DRIVE THAT SHOULD HAVE THE PRESENTATION.
SO THE PURPOSE OF THIS EVENING'S MEETING, UM, AGAIN, IS TO REENGAGE THE BOARD OF SUPERVISORS

AND REVIEW THE PLANNING COMMISSION'S DRAFT OF THE COMPREHENSIVE PLAN.WE'LL BE GOING OVER ALL OF THE CHAPTERS IN THE PLAN AS WELL AS THE FUTURE LAND USE MAP AND THE IMPLEMENTATION MATRIX, UM, AT A HIGH LEVEL.
AND THEN WE'LL ALL BE COMING BACK TOGETHER IN APRIL FOR ONE FINAL JOINT WORK SESSION TO REVIEW ANY OUTSTANDING POLICY CHANGES THAT NEED TO BE MADE.
SO, JUST AS A REFRESHER, A COMPREHENSIVE PLAN IS THE COMMUNITY'S VISION FOR WHERE IT WANTS TO BE IN THE NEXT 20 YEARS.
AND ON THE COMPREHENSIVE PLAN SHOWCASES THE COUNTY'S ASSETS AS WELL AS IDENTIFIES AREAS FOR IMPROVEMENT AND INVESTMENT.
THE COMPREHENSIVE PLAN WILL SERVE AS THE DECISION MAKING GUIDE FOR PHYSICAL DEVELOPMENT.
SO ANYTIME A REZONING OR A SPECIAL USE PERMIT, UM, COMES THROUGH THE COUNTY, IT WILL BE UP TO YOU ALL AND THE BOARD OF ZONING APPEALS, UM, TO MAKE A DECISION BASED ON THE PROVISIONS OF THE COMPREHENSIVE PLAN.
AND THE COMPREHENSIVE PLAN ALSO PROVIDES DIRECTION FOR FUTURE UPDATES TO THE COUNTY'S CAPITAL IMPROVEMENT PLAN AND ANNUAL BUDGET.
AND THEN THE COMPREHENSIVE PLAN IS A LEGALLY REQUIRED DOCUMENT BY THE CODE OF VIRGINIA, NOT JUST FOR DITY COUNTY, BUT FOR EVERY JURISDICTION IN THE COMMONWEALTH.
UM, THE COUNTY IS REQUIRED TO HAVE A COMPREHENSIVE PLAN THAT COVERS A 20 YEAR TIMEFRAME, AND THEN THE COUNTY IS RESPONSIBLE FOR REVIEWING AND UPDATING THE PLAN ON A FIVE YEAR BASIS AT A MINIMUM.
AND THIS IS BECAUSE COMMUNITY NEEDS AND PRIORITIES CHANGE OVER TIME.
STATE CODE RECOGNIZES THAT, AND THAT'S WHY THAT FIVE YEAR TIME PERIOD IS SET IN PLACE.
SO THE COMPREHENSIVE PLAN HAS FIVE KEY PARTS THAT ARE WITHIN ALL OF THE PLAN CHAPTERS, VISION FORWARD FOCUS VALUES, PLAN ELEMENTS AND GOALS, STRATEGIES IN THE IMPLEMENTATION PLAN.
THE VISION IS WHAT THE COUNTY ASPIRES TO BE OVER THE NEXT 20 YEARS.
AND IN THIS COMPREHENSIVE PLAN, UM, WE HAVE RE REAFFIRMED THE COUNTY'S CURRENT VISION STATEMENT, UM, AT THE DIRECTION OF STAFF AND THE PLANNING COMMISSION.
YOU'LL SEE THAT IN CHAPTER TWO WE ESTABLISH FIVE FORWARD FOCUS VALUES.
AND THIS INDICATES WHAT THE COUNTY BELIEVES IN.
UM, SO THE FORWARD FOCUS VALUES, UM, WERE DEVELOPED THROUGH, UM, DIRECTION RECEIVED DURING THE COMMUNITY ENGAGEMENT PHASE.
AND THESE ARE NATURAL CHARACTER LIVABILITY, ECONOMIC GROWTH, CONNECTIVITY, AND SENSE OF COMMUNITY.
UM, AND THESE ARE KIND OF INTERWOVEN THROUGHOUT ALL OF THE PLAN CHAPTERS TO HELP INFORM ANALYSIS AND STRATEGIES.
PLAN ELEMENTS AND GOALS ARE SPECIFIC ACTIONS AND PROGRAMS FOR THE COUNTY TO PURSUE.
SO WHAT IT WANTS TO ACHIEVE OVER THE NEXT 20 YEARS.
AND YOU'LL SEE THAT EVERY CHAPTER HAS A GOAL STATEMENT AND WE'LL BE REVIEWING AND DISCUSSING THOSE THIS EVENING.
EACH CHAPTER HAS STRATEGIES, SO IDENTIFYING HOW THE COUNTY WILL ACHIEVE ITS VISION AND GOALS OVER THE NEXT 20 YEARS.
AND THEN FINALLY, THE COMPREHENSIVE PLAN CONTAINS AN IMPLEMENTATION PLAN, WHICH IDENTIFIES WHO IS RESPONSIBLE, UM, FOR UNDERGOING THE STRATEGIES LISTED IN THE PLAN WHEN THEY ARE RESPONSIBLE AND OTHER RESOURCES THAT THEY CAN DRAW UPON TO HELP IMPLEMENT THE STRATEGIES, WHETHER THOSE BE LOCAL, REGIONAL, STATE, OR FEDERAL.
SO DIMITY COUNTY HAD A VERY SUCCESSFUL COMMUNITY ENGAGEMENT PERIOD, AND THIS OCCURRED IN FALL 2021 PRIOR TO DRAFTING, UM, WE PARTNERED WITH STAFF TO HOLD THREE PUBLIC WORKSHOPS AND HAD 66 PARTICIPANTS ACROSS THE THREE WORKSHOPS.
THERE WAS A PUBLIC SURVEY THAT WAS DISTRIBUTED WIDELY THROUGHOUT THE COMMUNITY, UM, THAT HAD 327 PARTICIPANTS.
UM, AND THIS VIRGINITY COUNTY WOULD YIELD ABOUT A 95% CONFIDENCE INTERVAL, WHICH IS THE INDUSTRY STANDARD AND ABOUT A 5.5% MARGIN OF ERROR.
UM, SO ROBUST PUBLIC PARTICIPATION THAT PROVIDES AN ACCURATE SNAPSHOT OF COMMUNITY PRIORITIES AND NEEDS.
AND THEN FINALLY, WE HELD INTERVIEWS WITH VARIOUS STAKEHOLDERS IN THE COMMUNITY AND IN THE REGION.
UM, SO DIFFERENT INDUSTRY EXPERTS AND YOU CAN SEE A LIST ON THE RIGHT OF SOME OF THE ORGANIZATIONS WHO WERE REPRESENTED.
AND WE HAD 56 PARTICIPANTS ACROSS THOSE INTERVIEWS.
UM, AND YOU'LL SEE THROUGHOUT THE PLAN THAT COMMUNITY ENGAGEMENT IS INTERWOVEN IN ORDER TO CREATE A RELATIONSHIP BETWEEN THE STRATEGIES AND GOALS AS WELL AS THE COMMUNITY NEEDS AND PRIORITIES SINCE ULTIMATELY THIS IS A PLAN FOR AND BY THE COMMUNITY.
SO THE KEY TAKEAWAYS THAT WE HEARD THROUGHOUT ALL OF THE COMMUNITY ENGAGEMENT WERE THAT THE COUNTY'S MOST VALUED ASSET IS ITS RURAL CHARACTER.
PARTICIPANTS THOUGHT THAT DIMITY COUNTY HAD A STRONG SENSE OF COMMUNITY.
THEY FEEL SAFE IN DIMITY COUNTY, AND THEY FEEL THAT IT IS A GREAT PLACE TO RAISE A FAMILY AND RETIRE.
THE COMMUNITY'S TOP CONCERNS ARE BROADBAND, SCHOOLS AND DEVELOPMENT IN THE ASSOCIATED POPULATION.
GROWTH JOBS, SHOPPING AND INFRASTRUCTURE

ARE SEEN AS LACKING.AND THE COMMUNITY'S TOP PRIORITIES FOR THE FUTURE ARE INVESTMENT IN UTILITIES AND INFRASTRUCTURE, PUBLIC SCHOOLS AND PARKS AND RECREATION.
AND THEN AGAIN, THE COMPREHENSIVE PLAN REAFFIRMS THE COUNTY'S VISION STATEMENT.
WE CHERISH OUR HERITAGE, EMBRACE OPPORTUNITY AND OFFER AN EXTRAORDINARY COMMUNITY IN WHICH TO SPEND A LIFETIME.
UM, BEFORE I, UH, PROVIDE A QUICK OVERVIEW OF THE PROGRESS AND SCHEDULED STATE, ARE THERE ANY QUESTIONS ABOUT THE PLAN OR COMMUNITY ENGAGEMENT? ALRIGHT, SO IN TOTAL, UM, WE ARE NEARING THE END OF IN ABOUT A TWO YEAR PROCESS.

IN MARCH, WE WILL BE HAVING TWO COMMUNITY FORUMS. UM, THESE ARE OPEN HOUSE STYLE MEETINGS THAT ARE OPEN TO THE WHOLE COMMUNITY.
AND AT THOSE MEETINGS WE'LL BE GIVING A VERY BRIEF PRESENTATION ABOUT THE COMPREHENSIVE PLAN, AND THE COMMUNITY WILL HAVE THE CHANCE TO TAKE A LOOK AT THE THEMES AND THE GOALS OF THE PLAN.
UM, THEY'LL BE ABLE TO ASK QUESTIONS AND GIVE US THEIR INPUT ON WHAT THEY SEE AND HOW THEY THINK, UM, THE COMPREHENSIVE PLAN IS TURNING OUT TO BE.
AND THEN WE'LL HAVE ONE FINAL WORK SESSION ALTOGETHER IN APRIL TO REVIEW THE COMMUNITY FEEDBACK THAT WAS COLLECTED AT THESE COMMUNITY FORUMS. AND THEN YOU ALL WILL BE HOLDING PUBLIC HEARINGS TO HOPEFULLY ADOPT THE PLAN IN JUNE AND JULY OF THIS SUMMER.
SO IF YOU COMPARE THE CURRENT STRUCTURE OF THE COMPREHENSIVE PLAN WITH THE NEW STRUCTURE OF THE PLAN, YOU'LL SEE THAT IT'S VERY SIMILAR.
THE MAJOR CHANGES ARE THAT WE HAVE CONSOLIDATED EXISTING LAND USE AND FUTURE LAND USE INTO ONE SINGULAR LAND USE CHAPTER.
AND THEN WE'VE ALSO INCLUDED AN IMPLEMENTATION MATRIX.
UM, AGAIN, THIS IDENTIFIES WHO IS RESPONSIBLE FOR ACHIEVING THE GOALS.
IN THE COMPREHENSIVE PLAN, IT SAYS PRIOR PRIORITIZATION, AND THEN IT ALSO INCLUDES ADDITIONAL RESOURCES THAT THE COUNTY CAN DRAW UPON.
UM, YOU'LL ALSO SEE THAT POLICIES, GOALS, AND OBJECT OBJECTIVES, EXCUSE ME, ARE INCLUDED IN EVERY CONTENT CHAPTER AND THEN REITERATED AGAIN IN THE IMPLEMENTATION CHAPTER.
AND THEN WE ALSO HAVE SEVERAL APPENDICES.

UM, THERE ARE DIFFERENT REQUIREMENTS, UM, THAT DENWOODY COUNTY HAS TO HAVE IN ITS COMPREHENSIVE PLAN BASED ON THE CODE OF VIRGINIA.
THIS INCLUDES ESTABLISHING THE PLANNING JURISDICTION OF THE COUNTY.
UM, THE COUNTY HAS TO INCLUDE LANGUAGE ABOUT THE COMPREHENSIVE PLAN AND THE FREQUENCY OF UPDATES.
UM, THERE HAS TO BE A MAP OF THE COUNTY.
AND THEN AS A BEST PRACTICE, UM, WE WANTED TO BE SURE THAT THIS CHAPTER REFLECTS THE FACT THAT THE COUNTY HAD VERY SUCCESSFUL AND AUTHENTIC PUBLIC PARTICIPATION.
UM, SO THAT'S WHAT YOU'LL FIND COVERED IN CHAPTER ONE.
AND THEN YOU'LL ALSO SEE A FEW SECTIONS THAT WE WILL BE UPDATING UPON COMPLETION OF THESE DRAFTING WORK SESSIONS IN THE COMMUNITY FORUMS IN MARCH.

UM, YOU'LL SEE THAT THE DEMOGRAPHIC DATA IS DIVIDED UP INTO FORCES AND TRENDS SHAPING OUR COMMUNITY IN ORDER TO PROVIDE A FOUNDATIONAL ANALYSIS FOR THE CONTENT CHAPTERS.
SO REGIONAL SNAPSHOT, TAKING A LOOK AT WHAT'S HAPPENING IN THE REGION, PEOPLE IN POPULATION HOUSING AND NEIGHBORHOODS, ECONOMY, COMMUNITY FACILITIES AND INFRASTRUCTURE AND TRANSPORTATION AND MOBILITY.

UM, THERE'S BEEN VIRTUALLY NO CHANGE, ALTHOUGH THE WELDON COOPER CENTER PROJECTS THAT THE COUNTY'S POPULATION WILL CONTINUE TO EXPERIENCE SLOW AND STEADY GROWTH OVER THE

NEXT SEVERAL DECADES.UM, THE POPULATION IS MAJORITY WHITE, FOLLOWED BY 32% OF RESIDENTS WHO IDENTIFY AS BLACK OR AFRICAN AMERICAN.
THE COUNTY HAS A LARGE POPULATION UNDER THE AGE OF 20, BUT ALSO A LARGE PORTION OF THE POPULATION THAT IS OVER THE AGE OF 55.
UM, SO SETTING THE STAGE TO EXPLORE INTERGENERATIONAL INVESTMENTS THROUGHOUT THE COMPREHENSIVE PLAN, WHILE MEDIAN HOME VALUE AND RENT COSTS ARE LOWER THAN THE STATE AVERAGE.
UM, NEARLY A THIRD OF COUNTY RESIDENTS ARE COST BURDENED, AND YOU'LL SEE THAT IN THE HOUSING CHAPTER.
UM, WE DISCUSS DIFFERENT WAYS FOR THE COUNTY TO, UM, HELP FACILITATE A DIVERSE HOUSING STOCK AND MEET THE NEEDS OF DIFFERENT DEMOGRAPHICS, WORKFORCE HOUSING, HOUSING FOR, UM, OLDER ADULTS AND SO ON.
THE LARGEST SHARE OF TY'S COUNT DINWITTY COUNTY'S LABOR FORCE IS CURRENTLY EMPLOYED AND MANUFACTURING, RETAIL, TRADE AND EDUCATION, HEALTHCARE AND COMMUNITY SERVICES.
SOMETHING TO KEEP IN MIND FOR THE FUTURE IS THAT THE COUNTY'S GROWTH POTENTIAL COULD BE LIMITED BY THE CURRENT WATER AND SEWER CAPACITY.
AND SO INVESTMENTS WILL BE NEEDED, UM, TO THOSE SYSTEMS WITHIN THE TIMEFRAME OF THE PLAN.
AND THEN A LARGE MAJORITY OF DENWITY COUNTY'S LABOR FORCE TRAVELS OUTSIDE OF THE COUNTY FOR WORK.
AND THIS IS TYPICAL FOR OTHER COUNTIES WITHIN THE RICHMOND METROPOLITAN AREA.

AND SO, UM, THOSE TWO ARE WE SEE AS IMPORTANT BECAUSE THEY WERE DRAW DRAWING AS POTENTIAL SOLUTIONS THAT THE, THE COUNTY SHOULD AT LEAST EXPLORE WHETHER OR NOT THE DECISION AND ACTION ISN'T SPECIFICALLY DEFINED IN, IN THIS.

THE KEY STRATEGIES IN THIS CHAPTER ALL FALL UNDER PARKS, TRAILS AND FACILITIES, HISTORIC AND CULTURAL RESOURCES, PLANNING, OPERATIONS AND MAINTENANCE AND ADVERTISING AND PROMOTIONS.
UM, SO IMPROVING SIDEWALK AND TRAIL CONNECTIVITY TO RECREATIONAL SERVICES, INTEGRATING A DA ACCESSIBLE AMENITIES INTO PARK AND FACILITY DESIGN.

AND THERE'S FIELDS EVERYWHERE.
THEY, THEY'RE LIGHTING, THEY'RE JUST WALKING FIELDS.
THEY GOT THINGS THAT, I MEAN, STA STEPS, THEY GOT THINGS LIKE THAT.

AND THEN CONDUCTING A BUILD OUT ANALYSIS AND AREAS PLANNED FOR FUTURE GROWTH FOR REGIONAL LAND USE, ADOPTING A MILITARY COMPATIBILITY AREA OVERLAY DISTRICT IN THE ZONING ORDINANCE FOR THE AREA, UM, AROUND PORT FORT PICKETT ON THE WESTERN SIDE OF THE COUNTY.
AND THEN CONTINUING TO WORK WITH THE TOWN OF MCKENNEY TO ATTRACT DEVELOPMENT AND INFILL THAT CONTRIBUTES TO MUTUALLY BENEFICIAL ECONOMIC AND COMMUNITY VITALITY.
AND THEN ENCOURAGING REVITALIZATION, REPURPOSING AND REHABILITATION OF EXISTING STRUCTURES BY PROMOTING AVAILABLE RESOURCES SUCH AS GRANTS AND TAX CREDITS.
AND THAT GOES BACK TO THE STRATEGY IN THE HOUSING CHAPTER RELATED TO ADAPTIVE REUSE.
SO THOSE TWO ARE LINKED TOGETHER.

BUT I DO REALLY THINK YOU, IT ANNUALLY REALLY NEEDS TO BE, UM, PART OF IT TO KEEP, UM, FROM IT, FROM GETTING AWAY FROM US AND EXPLODING BEFORE WE CAN DO ANYTHING RIGHT.
WE REALLY NEED TO DO IT, UM, THIS ANNUAL THIS YEAR.

IT WOULD BE IN ADDITION TO ANY ZONING REGULATIONS IN THAT AREA.
IT WOULD COVER A GEOGRAPHIC AREA AROUND FOR PICKET.
AND THE PURPOSE WOULD JUST BE TO ADD ON SOME ADDITIONAL REGULATIONS RELATED TO NOISE.
UM, HIGH AIRSPACE OBSTRUCTION, UM, AND SAFETY JUST TO MAKE SURE THAT THE LAND USES AROUND FORT PICKET ARE COMPATIBLE WITH WHAT'S GOING ON ON THE BASE.
UM, SO IT WOULD BE MORE REGULATIONS, BUT THE PURPOSE OF THE REGULATIONS WOULD JUST TO BE ENSURING THAT COMPATIBILITY BETWEEN LAND USES SO THAT THE AGRICULTURAL AND RESIDENTIAL USES IN THAT AREA HAVE THEIR KIND OF PROPER PROTECTIONS AND VICE VERSA FOR THE BASE.

UM, SOME WHERE THERE'S SOME, THERE ARE, IT, IT WOULD REQUIRE NOISE ABATEMENT AND THAT RURAL AREA THAT WOULD BE SOMETHING THAT YOU WOULD REALLY NEED TO, TO DISCUSS WITH THE BASE AND BE A JOINT PROJECT WITH THEM WOULD BE OUR RECOMMENDATION FOR THAT.I'VE ALSO SEEN IT, I BELIEVE COMING OUT OF THE STAFFORD AREA, THAT IT'S MORE, MORE OF A HIGH LEVEL REVIEW SUCH THAT THERE'S KIND OF THROUGH THE ZONING ORDINANCE, THERE'S A DEVELOPMENT REVIEW FOR PROJECTS WITHIN A CERTAIN AREA IN VICINITY OF THE BASE SO THAT THE BASE HAS THE OPPORTUNITY TO LOOK AT THOSE LAND USE PROPOSALS OR EVEN MAYBE ONLY CERTAIN TYPES OF LAND USE PROPOSALS, TELECOMMUNICATIONS, THINGS LIKE THAT.
UM, IT MIGHT NOT BE NECESSARY IF THEY'RE ACTIVELY ACQUIRING EASEMENTS.
I DON'T BELIEVE THAT THAT, I DON'T RECALL THAT BEING DISCUSSED IN THE UM, NOW WHAT MARK, JUST LIKE, LIKE WE'VE DONE ON A COUPLE OTHER BULLETS, MAYBE WE CHANGE THE LANGUAGE TO MAYBE NOT ADOPT BUT CONSIDER CONSENT.

SO THERE IS DEFINITELY, UM, A CONSIDERATION THERE THAT WOULD NEED TO BE EXPLORED FULLY.

UM, BUT WE HAD A VERY PRODUCTIVE CONVERSATION WITH THE PLANNING COMMISSION AT OUR LAST WORK SESSION RELATED TO THE FUTURE LAND USE MAP AND WE'VE ALSO HAD MULTIPLE CONVERSATIONS WITH STAFF AND HAVE BEEN MAKING UPDATES ALONG THE WAY.
UM, SO IT'S HAD A LOT OF FEEDBACK, IT'S IN A GOOD PLACE.
UM, BUT WANTED TO BE ABLE TO MAKE SURE THAT THE BOARD HAS A CHANCE TO REVIEW AND PROVIDE INPUT BEFORE IT GOES TO THE COMMUNITY.
UM, SINCE THIS IS A PRETTY SIGNIFICANT PART OF THE COMP PLAN.
SO THE FUTURE LAND USE MAP IS, THE DIFFERENT AREAS ARE REMAINING LARGELY SIMILAR TO THE AREAS OF THE CURRENT COMPREHENSIVE PLAN IN THAT THERE ARE AREAS THAT ARE PRIORITIES FOR GROWTH, AREAS THAT ARE MEANT TO BE TRANSITIONAL IN NATURE AND AREAS THAT ARE MEANT TO STAY RURAL AND AGRICULTURAL.
AND SO WE HAVE HEARD, UM, FROM THE PLANNING COMMISSION FROM THE COMMUNITY THAT KEEPING RURAL AREAS RURAL IS A PRIORITY FOR THE NEXT 20 YEARS AND WANTING TO SEE GROWTH IN APPROPRIATE LOCATIONS OF THE COUNTY, BUT WANTING TO MAKE SURE, AGAIN, EMPHASIS ON APPROPRIATE THAT GROWTH IS HAPPENING APPROPRIATELY AND STRATEGICALLY.
AND SO THAT IS WHAT WE HAVE TRIED TO INCORPORATE INTO THE FUTURE LAND USE MAP.
UM, SO YOU'LL SEE THAT THERE ARE DEVELOPMENT AREAS FACED GROWTH AREAS, RURAL CONSERVATION AREAS, AND RURAL VILLAGES, RURAL CONSERVATION AREAS IS THE SAME AS IT WAS IN THE PREVIOUS COMPREHENSIVE PLAN.
THERE ARE AREAS THAT ARE INTENDED TO REMAIN AGRICULTURAL HOUSING BEYOND CERTAIN TYPES OF SINGLE FAMILY WOULD NOT BE APPROPRIATE.
IT'S INTENDED TO PRESERVE THAT RURAL AND AGRICULTURAL CHARACTER AND ECONOMY FOR THE COUNTY.
PHASED GROWTH AREAS ARE MEANT TO BE SOMEWHAT TRANSITIONAL IN NATURE.
UM, THEY ARE DEPENDENT ON UTILITY AVAILABILITY.
THESE AREAS CAN SUPPORT SOME CONTROLLED RESIDENTIAL AND LIGHT COMMERCIAL GROWTH.
AGAIN, YOU CAN SEE IN THE PLAN THAT THAT'S TIED TO UTILITY AVAILABILITY.
YOU WANT TO MAKE SURE THAT WATER SEWER INFRASTRUCTURE AS WELL AS TRANSPORTATION INFRASTRUCTURE IS APPROPRIATE TO SUPPORT THE TYPE OF DEVELOPMENT THAT'S BEING PROPOSED IN THE AREA.
AND THEN YOU ALSO WANT TO MAKE SURE THAT THE TYPE OF DEVELOPMENT OCCURRING HERE IS COMPATIBLE WITH AGRICULTURAL AREAS.
UM, SINCE THIS IS INTENDED TO BE MORE OF A PROTECTIVE AREA FOR THEM TO KEEP THE DEVELOPMENT HIGHER DENSITY USES FROM ENCROACHING AND THEN DEVELOPMENT AREAS, THE COUNTY'S PRIORITY AREAS FOR FUTURE RESIDENTIAL, COMMERCIAL AND INDUSTRIAL GROWTH AND ADDITIONAL PLANNING AND DESIGN PRINCIPLES SHOULD APPLY.
UM, SO YOU'LL SEE THAT WE ARE INCLUDING THREE RESIDENTIAL AREAS, LOW DENSITY RESIDENTIAL, SUBURBAN RESIDENTIAL, AND MIXED RESIDENTIAL, AS WELL AS A GENERAL COMMERCIAL DISTRICT AND EMPLOYMENT CENTER.
UM, THAT'S INTENDED TO FOCUS ON INDUSTRIAL AND COMMERCIAL, UM, ECONOMIC DEVELOPMENT PROJECTS AND THEN TOWN CENTERS, WHICH ARE MEANT TO BE WALKABLE, MIXED USE AREAS THAT, UM, KIND OF ALIGN WITH DESIGNATED OR PROSPECTIVE UDA AREAS WITHIN A COUNTY.

EVERYTHING THAT YOU SEE IN THE LIGHT BLUE IS INTENDED TO BE THE PHASED GROWTH AREA.
SO AGAIN, THIS IS LOWER DENSITY RESIDENTIAL, SOME COMMERCIAL.
UM, ONCE UTILITY INFRASTRUCTURE IS AVAILABLE, THAT OPENS UP SOME MORE ABILITY FOR, UM, SOME MEDIUM DENSITY RESIDENTIAL DEVELOPMENT TO OCCUR.
UM, CHESTERFIELD COUNTY IS A GOOD EXAMPLE OF THIS.
THEY STATE THAT, UM, ONLY LOW DENSITY RESIDENTIAL DEVELOPMENT IS PERMITTED UNTIL YOU HAVE UTILITIES WITHIN 3000 FEET OF YOUR PARCEL.
AND ONCE YOU HIT THAT THRESHOLD AND HAVE UTILITIES TO SERVICE THE DEVELOPMENT, THEN THAT OPENS UP THE POTENTIAL, UM, FOR SLIGHTLY HIGHER DENSITIES.
AND THEN THE COLORS YOU SEE ARE THE AREAS WITHIN THE DEVELOPMENT AREAS.
UM, IT'S A LITTLE HARD TO SEE.
EVERYTHING YOU SEE IN YELLOW IS A LOW DENSITY RESIDENTIAL AREA, SO SINGLE FAMILY DETACHED, RESIDENTIAL HOMES, MANUFACTURED HOUSING, UM, PARKS REC, THAT WOULD BE YOUR LOWEST DENSITY THAT'S ENVISIONED WITHIN YOUR DEVELOPMENT AREAS.
THE ORANGE WOULD BE YOUR SUBURBAN RESIDENTIAL.
UM, SO THAT COULD TRANSLATE TO MORE MEDIUM DENSITY HOUSING.
YOU'RE GETTING INTO DUPLEXES, TOWN HOMES AND THEN MIXED RESIDENTIAL.
YOU'RE STARTING TO SEE MULTIFAMILY HOUSING DEVELOPMENTS IN ADDITION TO SINGLE FAMILY AND, UM, DUPLEX TOWN HOME DEVELOPMENT.
SO KEEPING IN MIND, UM, THE MIX OF HOUSING AND THERE ARE PLANNING AND DESIGN PRINCIPLES THROUGHOUT THE FRAMEWORK, UM, THAT ARE INTENDED TO AND HELP, HELP ENSURE, UM, THAT THESE DIFFERENT TYPES OF DEVELOPMENT ARE COMPATIBLE WITH EACH OTHER AND COMPLIMENTING EACH OTHER, UM, AND NOT TAKING AWAY FROM EACH OTHER OR CREATING ADVERSE IMPACTS.

UM, THESE TOWN CENTERS, WE CITED THEM CAREFULLY TO ALIGN WITH EITHER EXISTING UDAS, UM, AS DESIGNATED AND COMPLIANCE WITH STATE CODE OR AREAS THAT COULD BE DESIGNATED UDAS IN THE FUTURE.
UM, EITHER WAY, THESE ARE AREAS THAT ARE ENVISIONED TO BE WALKABLE MIXED USE.

UM, BUT THESE JUST ADD, IF YOU'RE DEVELOPING ALONG ONE OF THESE CORRIDORS, THEY, THERE MAY BE ADDITIONAL LANDSCAPING OR SIGNAGE, UM, STANDARDS TO BE ABLE TO PROMOTE THE AESTHETIC QUALITY OF THAT AREA OF THE COUNTY.
AND THEN THE GREEN IS CONSERVATION AREA.
UM, SO THE AREA AROUND FERAL PARK AS WELL AS PAMELA HISTORICAL PARK AND THE PETERSBURG NATIONAL BATTLEFIELD AREA.

SO THINKING ABOUT THE POTENTIAL OF SEEING SOME MORE RESIDENTIAL DEVELOPMENT IN THAT AREA, AS WELL AS, UM, THE PRESENCE OF MORE WALKING TRAILS THAT COULD CONNECT THE SPORTS COMPLEX AND THE SCHOOL, UM, TO OTHER DEVELOPMENT IN THE AREA, AS WELL AS KIND OF OPENING THE DOOR FOR, UM, COMMERCIAL BUSINESSES.
SO FOR EXAMPLE, A RESTAURANT THAT FAMILIES WHO VISIT THE SPORTS COMPLEX COULD EAT AT, UM, OR A SPORTING GOODS STORE.
IF SOMEONE IS COMING IN AND FORGETS THEIR GEAR, UM, DESIGNATING THAT AREA AS A TOWN CENTER KIND OF OPENS THE DOOR FOR THAT POSSIBILITY.

UH, AND I MEAN, I WOULD THINK THAT WOULD SHOW ONE HERE, OR IS IT IF IT'S JUST IN A TOWN? SO WE DO HAVE, THAT AREA IS A RURAL VILLAGE AND THAT WOULD ALLOW FOR RESIDENTIAL DEVELOPMENT AND COMMERCIAL DEVELOPMENT AT LOWER INTENSITIES.
SO NOT NECESSARILY AN APARTMENT COMPLEX, BUT YOU COULD SEE SINGLE FAMILY HOMES, UM, OR SOME SMALLER BUSINESSES IN THAT AREA THAT WOULD NOT PRECLUDE THAT FROM HAPPENING UNDER THIS DESIGNATION 20 YEARS OF, ALL RIGHT.
UM, AND I KNOW THE PLANNING COMMISSIONS GOT A MEETING AFTER THIS.
