I WILL START OFF WITH A COUPLE OF OUR PROJECTS, WHICH SEEM TO BE STALWART THIS TIME OF YEAR FOR WEATHER OR OTHER CIRCUMSTANCES.

BRANCHES ROAD ARE ALL RUSTIC IS STILL ON SCHEDULE, BE COMPLETE IN THE SPRING.

THEY MAY BE GETTING OUT THERE IN NEXT MONTH OR SO AND STARTING TO GET SOME OF THAT PRELIMINARY WORK DONE BEFORE THEY SURFACE TREAT THAT ROAD.

UM, OUR BALTIMORE ROAD CULVERT IS STILL PLANNED FOR SPRING BREAK.

WE'VE GOT THE MATERIALS FOR THAT PROJECT, SO JUST WAITING FOR THE GOOD TIME WHEN THERE'S NO SCHOOL BUSES TO CLOSE THAT ONE DOWN AND REPLACE THAT PIPE.

WE ARE, HOWEVER, CHECKING ON THAT PIPE REGULARLY AND MAKING SURE EVERYTHING IS, IS STABLE AND SAFE.

UM, OUR WATER FOR DRIVE AND SHES BOULEVARD CULVERT REHABS, A LITTLE BIT OF PROGRESS ON THOSE.

THE ENVIRONMENTAL HAS CLEARED SO AS SOON AS THE CONTRACTOR HAS MATERIALS AND A DATE, WE WILL BE READY TO GO AND MOBILIZE ON THOSE PROJECTS AS WELL.

OUR MOWING, UH, IS COMPLETE THROUGHOUT THE COUNTY.

WE DID THE FULL RIGHT OF WAY MOW BACK LAST MONTH IN DECEMBER.

UM, WITH THAT WE DID NOT DO A FINAL CYCLE MOW THROUGH OUR CONTRACT MOWING IN THE FALL BECAUSE IT WAS NOT WARRANTED.

IT WAS A PRETTY DRY YEAR.

HOWEVER, WE ARE SEEING A LARGE, UH, AMOUNT OF TRASH ON THE ROADS BECAUSE OF THAT.

WE TYPICALLY DO THE TRASH AT THAT TIME.

UM, WHAT I'M DOING IS GOING TO DO A TRASH, JUST A STRAIGHT TRASH PICKUP CYCLE ON PRIMARIES THROUGHOUT THE COUNTY AS WELL TO TRY AND TO CURB SOME OF THAT TRASH WE'RE SEEING MOSTLY ON THE PRIMARIES.

UM, OUR JOINTS HAVE BEEN MILLED ON ROUTE ONE THAT IS COMPLETE.

THEY CAME BACK AND SEALED THOSE CRACKS A COUPLE WEEKS AGO.

SHOULDERS ON ROUTE ONE HAVE BEEN CLIPPED ALL THE WAY DOWN TO 7 0 3.

LATER ON THIS WEEK, THEY'RE GONNA START FROM 7 0 3 AND GO ALL THE WAY DOWN TO THE BRUNSWICK COUNTY LINE.

WHEN THEY'RE DONE WITH THAT, THEY'RE GONNA START ON 40 AND GO 40 THROUGH THE WHOLE COUNTY AND CLIP ALL OF THOSE SHOULDERS AS WELL.

UNFORTUNATELY, I DO NOT HAVE ANY UPDATES ON THE 2 26 AND ROUTE ONE, THE SIGNAL TIMING REQUEST OR THE STERLING ROAD SIGNAGE UPDATES.

HOWEVER, I WILL BE CONTINUING TO FOLLOW UP WITH TRAFFIC ENGINEERING ON THOSE STUDIES.

NASH ROAD, I DID RECEIVE CONFIRMATION THIS AFTERNOON THAT THAT HAS BEEN ADDED TO THE LIST FOR THE TREE TRIMMING.

HOWEVER, I DO NOT HAVE AN UPDATE ON THE SCHEDULE, BUT I WILL LET YOU KNOW ONCE I KNOW THAT THE CHURCH ROAD PARKING, UM, THE ISSUE WITH THE ACCIDENTS IN THE VICINITY OF THE CEMETERY, UM, TAKING A LOOK AT SOME CRASH OUTTA THERE AND CONSIDERING NO PARKING SIGNS IN THAT AREA AS WELL.

UM, AND I HAVE AN UPDATE ON THE FORT EMERY ROAD SPEED STUDY AS

WELL.

TRAFFIC ENGINEERING DENIED THAT SPEED STUDY DUE TO THE LACK OF CRASHES AND NO CHANGE IN TRAFFIC VOLUME.

THEY ALSO DID NOT RECOMMEND POSTING THE SPEED LIMIT ON THE ROAD BECAUSE THEY BELIEVE THAT IT WOULD ENCOURAGE ADDITIONAL SPEEDING IF PEOPLE KNEW WHAT THE MAXIMUM SPEED LIMIT IS.

TYPICALLY MOTORISTS USE THAT AS A MINIMUM SPEED LIMIT NOWADAYS, SO THEY ARE NOT RECOMMENDING ANY CHANGES ON THAT ROUTE.

HOWEVER, THEY WILL DO A SAFETY STUDY IF, IF REQUESTED, THEY DID NOT RECOMMEND THE SAFETY STUDY BE DONE AS WELL.

THEY DOUBT THAT IT WILL HAVE MUCH IMPACTS BECAUSE OF THE LACK.

MAY THE SAFETY STUDIES ARE TYPICALLY BASED ON GEOMETRY AND WITH IT BEING A RELATIVELY STRAIGHT SEGMENT, NOT MANY MAJOR CURVES.

THEY DO NOT THINK THAT THERE ARE MANY IMPROVEMENTS THEY COULD MAKE FROM A SAFETY STANDPOINT REGARDING CURVES OR ADVANCED SIGNAGE OR PAVEMENT MARKINGS.

HOWEVER, THEY WILL DO THE SAFETY STUDY IF REQUESTED.

YEAH, I DON'T HAVE ANY SAY OVER THERE.

IT'S BEEN AN INCREASE OF A LOT OF TRUCK TRAFFIC THROUGH THERE AND THEY'VE HAD A COUPLE ACCIDENTS IN THE LAST, UH, FEW MONTHS.

SO WHAT SHOULD I DO? ASK FOR A SPEED STUDY OR A SAFETY STUDY? WOULD THIS BE ON ROUTE 40 OR SIX 13? NO, IT'S UH, IT'S ON SIX 13.

MR. CHAIRMAN, IF I COULD, I I SENT AN EMAIL AND GOT CONFIRMATION.

CHRIS RUSS IS, WHO'S THE SAFETY OFFICER.

HE'S INCIDENT MANAGEMENT COORDINATOR, ALSO HANDLES THE TRAFFIC ENGINEERING STUDIES FOR THE RESIDENCY.

SO THEY'RE GONNA GO AHEAD AND DO A, UM, PRELIMINARY STUDY NOW AND INDICATED THAT THEY WOULD HAVE A, AN UPDATE AT THE TRANSPORTATION SAFETY AND PLANNING COMMITTEE MEETING ON WHAT WOULD BE NEEDED.

SO PRELIMINARY.

BUT I'VE GOT CONFIRMATION THAT THEY, THEY WILL START THAT PROCESS AND WE'LL HAVE AN UPDATE.

THAT NEXT MEETING IS FEBRUARY 8TH.

SO THAT'S WHERE I'LL HAVE A, WHAT IS A PRELIMINARY STUDY GONNA BE SAFETY OR TRAFFIC SPEED? UH, THEY WERE LOOKING AT IT FROM SPEED.

MAKE, MAKE A RECOMMENDATION AND THEN THAT, AND THAT WILL GO TO TRAFFIC ENGINEERING AND THEY WILL MAKE THEIR, MAKE THEIR DETERMINATION ON WHETHER THEY'RE GONNA DO THE SPEED SAFETY OR THE SAFETY STUDY.

SO, UM, HOW DID WE ESTABLISH WHICH ROADS WERE PUT RUMPLE STRIPS ON AND HOW DID WE GO ABOUT DOING THAT? 'CAUSE THEY WERE WONDERING WHETHER IT WAS TRAFFIC DATA THAT SHOWED THERE WAS ACCIDENTS OCCURRING THAT NEEDED THEM OR WAS IT JUST A, UH, ROAD WISE OR COUNTY.

I HAD TO DO THOSE ROADS FOR TRAFFIC FOR SAFETY REASONS.

TYPICALLY IT IS WARRANTED BASED ON HEAD-ON COLLISIONS CROSSING THE CENTER LINE.

THAT IS, THAT IS THE MAIN REASON THAT THEY DO INSTALL THEM IN.

IT IS BASED ON THE FREQUENCY OF THAT STYLE COLLISION.

UM, BUT ALSO THE SPEED AND GEOMETRY OF THE ROAD CAN WARRANT THEM AS WELL.

UM, AND IT BEING A TWO-LANE ROAD POSTED AT 55, UM, WITH, WITH THE, SOME OF THE GEOMETRIES THAT IT HAS WILL WARRANT IT, BUT IT IS TYPICALLY THE HEAD-ON COLLISION STYLE CRASHES NOW.

AND IT, THEY MAY NOT BE IN THAT SPECIFIC AREA WHERE THE CITIZENS HAVE HAVE THE ISSUE.

THEY LOOK AT THE ENTIRE ROUTE THAT THERE'S, THERE'S THIS AMOUNT OF HEAD-ON COLLISIONS ON THIS ROUTE, SO WE ARE GOING TO PUT THE RUMBLE STRIPS ON THIS ROUTE.

IF YOU REALLY LOOK AT, AT JUST WHERE WE ARE, WE, WE DID A CLASS IN COMPENSATION, FULLY IMPLEMENTED IT THAT PLAN LAST YEAR.

UM, OUR PUBLIC SAFETY STAFF ALREADY IS, UM, IF YOU LOOK AT THE REGION IS, IS ALMOST DEAD LAST IN THE, IN THE REGION.

SO WE'RE, YOU KNOW, TRYING TO MAKE SURE THAT WE KEEP UP AT LEAST WITH THE, UM, A STEP ADJUSTMENT THIS YEAR IS GONNA BE A PRIORITY I KNOW OF THE ADMINISTRATION, BUT SPECIFICALLY PUBLIC SAFETY AND SOME NEW POSITIONS.

I KNOW THEY'RE GONNA BE ASKED, NOT JUST ON THE FIRE AND EMS SIDE, BUT, UH, DISPATCH AS WELL AS THE SHERIFF AND LAW ENFORCEMENT.

SO YOU GOT THIS WAGE INFLATION, YOU GOT NEW INVESTMENT PROBABLY IN A FEW POSITIONS.

UM, IN ADDITION TO THAT, UH, CONTRACT INCREASES, LIKE WHAT WAS BEFORE YOU EARLIER I THINK IS GONNA BE THE, THE TAIL THIS YEAR IN FY UH, 24.

AND KEEP IN MIND YOU'RE AT THE VERY LAST OF YOUR REASSESSMENT CYCLE.

AND SO YOU'RE REQUIRED EVERY SIX YEARS.

SO WE'RE GONNA, WE'RE GONNA SPECIFICALLY BE COMING TO YOU FOR THE FUNDING OF A NEW GENERAL REASSESSMENT.

AND JUST AS YOU KNOW, I, I'M HOPEFUL THAT THAT WILL COME IN AT A GOOD PRICE.

BUT, YOU KNOW, I, I'VE BEEN TRYING TO KEEP MY MY EYES ON SOME RECENT REASSESSMENT PRICES.

AND AGAIN, THAT'S GONNA BE BASED ON THE OVERALL HEALTH OF YOUR COMMISSIONER REVENUES OFFICE TO MAKE SURE THAT THAT THINGS ARE KEPT UP TO DATE.

UM, WE'RE BLESSED THERE 'CAUSE OUR COMMISSIONER'S OFFICE DOES A REALLY EXCEPTIONAL JOB IN, IN GETTING THAT INFORMATION UP TO DATE QUICK, UH, NUMBER OF HOUSEHOLD SIZES, JURISDICTION, ALL THAT PLAYS A FACTOR.

BUT IT, IT WOULDN'T BE UNREALISTIC TO THINK 450 TO $500,000 FOR A REASSESSMENT, UM, WHICH IS EXPONENTIALLY HIGHER THAN WHERE, WHERE Y'ALL BEEN IN THE PAST.

BUT, UM, THAT REASSESSMENT WOULD BE FUNDED IN FY 24 AND WORK WOULD COMMENCE, UM, SOON THEREAFTER.

SO AGAIN, REALLY IMPORTANT TO GET A GOOD FIRM TO TO DO THAT.

SO, UH, FY 24 BUDGET, UH, UNDERWAY FROM OUR, OUR EYES, AND I KNOW THE SCHOOL SYSTEM IS ALREADY LOOKING AT THE, THE GOVERNOR'S BUDGET AND WE'LL BE MAKING SOME ASSUMPTIONS ASSOCIATED WITH THAT TOO.

SO, UM, JUST WANTED TO ALSO LET ME TRANSITION TO OUR COMMISSIONER REVENUE AND TREASURY'S OFFICE.

AND I, IN PARTICULAR, OUR REGION FROM RICHMOND DOWN THE 95 CORRIDOR TO NORTH CAROLINA.

UM, OF COURSE THE GENERAL ASSEM ASSEMBLY IS IN SESSION AND THERE ARE DOLLARS ASSOCIATED WITH GROVE VIRGINIA, UH, WITH THAT.

SO WE, THERE'S A LOBBYING GOING ON THERE TO MAINTAIN THOSE DOLLARS TOO, UM, FOR MEGA SITES AND WORKFORCE AND OTHER THINGS THAT ARE ASSOCIATED WITH IT.

SO AT THAT MEETING TOMORROW, THE OTHER IS I'VE BEEN WORKING WITH CREATOR PLANNING DISTRICT COMMISSION ON THE EXECUTIVE BOARD AND, UM, THERE WILL BE AN ANNOUNCEMENT COMING IN THE VERY NEAR FUTURE THAT WE HAVE A NEW EXECUTIVE DIRECTOR.

UM, BUT THAT WILL BE COMING OUT IN THE VERY NEAR FUTURE, UM, FOR AN ANNOUNCEMENT.

UM, THE OTHER IS I'VE HAD, UH, VARIETY OF PATIENTS THAT HAVE COME INTO MY OFFICE THAT HAVE BEEN VERY, UM, APPRECIATIVE OF THE DMV SELECT, UH, HERE AT THE, AT THE COUNTY THAT'S COME THROUGH THE COMMISSIONER OF REVENUES OFFICE.

SO THAT IS A VERY POSITIVE, UM, THING THAT HAS COME TO DM, WITTY COUNTY, SO I APPRECIATE THE COMMISSIONER'S OFFICE FOR, FOR DOING THAT AND OTHERS, UH, FOR STEPPING UP.

AND THEN THE LAST, GOING BACK TALKING ABOUT TRASH IS, UM, I'M A PART OF A TEAM THAT DOESN'T ADOPT A HIGHWAY.
