AND SO WE ARE AT A POINT NOW IN THE PLAN WHERE WE WANT TO STOP AND PROVIDE, UH, THE FINDINGS, JUST WHAT WE, UH, WHAT WE'VE DONE THUS FAR. AND SO, UM, HAVE ART THATCHER HERE WITH BARRY DUNN. HE IS GOING TO PROVIDE SOME OF THAT INFORMATION. UH, WE HAVE ACTUALLY DONE THIS PRESENTATION FOR MR. MASSENGILL AND COUNTY LEADERSHIP. UH, WE ARE ALSO PLANNING TO PROVIDE THIS INFORMATION, UM, IN A PUBLIC ENGAGEMENT SETTING TONIGHT AT SIX 30 AT EAST SIDE. AND SO IT'S GONNA BE AN AWESOME OPPORTUNITY, AGAIN, FOR THE PUBLIC TO BE ABLE TO COME OUT, IF THERE'S ANY ISSUES, UM, OPPORTUNITIES, ANYTHING THAT THEY WANT TO ENSURE IS IN THE PLAN. UM, PRIOR TO GETTING INTO THE CONSULTING WORLD, I SPENT 30 YEARS AS A PARKS AND RECREATION ADMINISTRATOR HERE IN THE STATE OF VIRGINIA. UM, SPENT MY ENTIRE CAREER DOWN IN THE HAMPTON ROADS REGION. UM, STARTED OUT AS THE DIRECTOR FOR THE CITY OF POIN. UM, SPENT 15 YEARS THERE, SPENT ANOTHER 10 YEARS WITH THE CITY OF HAMPTON, AND THEN SPENT, UM, THREE YEARS WITH THE CITY OF NORFOLK BEFORE, UH, I KIND OF HAD ALL THE FUN I COULD STAND IN LOCAL GOVERNMENT. AND, UH, THIS OPPORTUNITY CAME UP. AND, UH, SO I'VE BEEN, I'VE, I'VE BEEN CONSULTING FOR ABOUT 10 YEARS NOW, HAVE DONE A HUNDRED PLUS PROJECTS ALL OVER THE COUNTRY. AND SO IT'S A REAL, UM, IT'S A REAL HONOR TO BE ABLE TO, TO KIND OF WORK IN MY HOME STATE AND WORK WITHIN DRIVING DISTANCE INSTEAD OF, UH, INSTEAD OF FLYING DISTANCE TO, UH, DO A PROJECT. RAY'S BEEN REALLY GOOD TO WORK WITH. SO, UM, I'M GONNA GO AHEAD AND KINDA GET STARTED HERE. UM, SO WE ARE, WE ARE IN THIS PHASE TWO OF THE, UM, OF THE PROJECT, THIS FINDINGS AND VISIONING PIECE. AND SO WE HAVE DONE ALL OF OUR DATA COLLECTION AND, UM, AND SO WE'RE IN THE FINDINGS AND VISIONING. AND THEN NEXT WE'LL START MOVING INTO DOING OUR DRAFT RECOMMENDATIONS, UM, OUR ACTION AND IMPLEMENTATION TABLE, AND THEN, AND THEN PUTTING THE, UM, THE FINAL PLAN TOGETHER. AND SO JUST TO KIND OF GIVE, UM, YOU KNOW, SOME CONTEXT. SO LOOKING AT THE COUNTY, UM, KIND OF IN A REGIONAL CONTEXT, YOU KNOW, WHERE IT LIES WITHIN THE, WITHIN THE COUNTRY, WITHIN THE STATE, AND THEN WITHIN THE REGION. UM, THIS IS OUR, OUR STUDY AREA THAT WE'VE USED FOR, UM, FOR THIS PROJECT. SO WE'VE, WE'VE USED, UM, THE WELDON COOPER, UM, THEIR, THEIR DEMOGRAPHIC IN INCREASE, THEIR DEMOGRAPHIC PROJECTIONS, UM, FOR THE 30 YEAR CHANGE, WHICH IS, UM, KIND OF THE, THE SAME AS YOU USED FOR, UM, FOR THE COMPREHENSIVE PLAN UPDATE. AND YOU CAN SEE IT SHOWS A, A SLIGHT DECLINE IN THE POPULATION, UM, OVER THE NEXT FIVE YEARS AND, UH, NOT GROWTH, UM, THROUGHOUT THE, THE PROJECT TIME THAT, THAT SLIGHT DECLINE IS ABOUT 500 PEOPLE. SO ONE OF THE THINGS WE, WE ALSO USE ESRI AS, UM, AS OUR, UM, AS WHERE WE GET OUR DEMOGRAPHICS AND WHERE WE DO A LOT OF OUR SOCIOECONOMIC AND DEMOGRAPHIC, UM, INFORMATION. AND SO THIS IS JUST A, THIS IS ONE OF THE TAPESTRY SEGMENTS THAT THEY, UM, THEY PROVIDE. IT GIVES US A MARKET [00:05:01] PROFILE OF, UM, OF THE COMMUNITY OF THE COUNTY. AND IT'S REALLY, IT'S BASED ON, UM, ON SPENDING AND THE AMERICANS, UM, SURVEY ANNUALLY THAT THEY DO. AND SO AS YOU KIND OF LOOK AT THE, THE TOP THREE MARKET PROFILES, YOU CAN SEE IT'S KIND OF THAT, THAT RUSTIC OUTPUT. YOU KNOW, IT'S THAT THE COMMUNITY COUNTRY LIVING, UM, OLDER FAMILIES THAT HAVE BEEN HERE FOR YEARS. UM, YOU'RE DEPENDENT ON MANUFACTURING, HEALTHCARE INDUSTRY. YOU'RE OUT, YOU'RE TYPICALLY OUTDOOR ENTHUSIASTS. YOU KIND OF GREW UP, YOU KNOW, GROWING YOUR OWN VEGETABLES, LOVE FOR PETS, LOVE FOR THE OUTDOORS, HUNTING AND FISHING. UM, ALSO KIND OF THAT GENERATION X URBAN WHERE, UM, YOU KNOW, YOU HAVE YOUR, YOUR MIDDLE AGE, UM, FAMILIES WITH FEWER CHILDREN AND A MORTGAGE, YOU KNOW, YOU ENJOY READING KIND OF RENTALS, MOVIES, THOSE TYPE THINGS. YOU KNOW, GOING TO THE MUSEUMS, WALKS IN THE PARK, THOSE TYPE. UM, AND THEN THAT KIND OF THIRD SEGMENT OF THAT COZY COUNTRY LIVING, YOU KNOW, YOUR HOMEOWNERS WITH PETS, UM, RESIDING IN SINGLE FAMILY HOMES, YOU KNOW, IN, IN A RURAL SETTING. UM, YOUR OWN DOMESTIC TRUCKS, MOTORCYCLES, ATVS, LISTEN TO COUNTRY MUSIC. UM, YOU WATCH IT RACING ON TV AND AGAIN, YOU ENJOY THE OUTDOOR ACTIVITIES, CAMPING, FISHING, HUNTING, UM, BIRD WATCHING. AND SO WE ALSO LOOK AT, AS WE LOOK AT, AT, AT TRENDS AROUND THE COUNTRY, AND I KNOW, UM, YOUTH SPORTS AND AND ATHLETICS ARE, ARE BIG HERE IN, IN THE COUNTY. UM, AND SO WE LOOK AT USING THE SPORTS, UM, SPORTS AND FITNESS INDUSTRY ASSOCIATION, THEIR TOP LINE REPORT. THE LATEST REPORT CAME OUT IN 2022. THE 23 REPORT HASN'T COME OUT YET. SO THIS SHOWS THROUGH 2021. AND SO IT SHOWS THAT AVERAGE, UM, ANNUAL GROWTH, UM, FOR EACH OF THOSE YEARS. SO OVER A FIVE YEAR PERIOD, KIND OF LOOKING AT THAT, UM, 2016. AND, AND IT DIVIDES IT INTO CASUAL AND CORE. AND SO CASUAL IS A PARTICIPANT, UM, PARTICIPATES LESS THAN 12 TIMES A YEAR UP TO 12 TIMES A YEAR. AND THEN CORE IS THAT 13. SO, YOU KNOW, PLAYING IN A LEAGUE, YOU KNOW, PLAYING IN A, UM, YOU KNOW, PLAYING FOR A TRAVEL TEAM, THOSE TYPE OF THINGS. AND SO YOU CAN SEE THAT THERE WAS THAT, UH, A DECLINE, UM, BETWEEN 16 AND 20, WHICH, UH, YOU'LL SEE REALLY HAPPENS ALL ACROSS THE BOARD. 'CAUSE THOSE WERE THE PANDEMIC YEARS, YOU KNOW, SO YOU HAD THAT DECLINE. AND THEN YOU CAN SEE IN MOST OF THOSE AN, AN INCREASE. AND, AND ONE OF THE ONES TO KIND OF POINT OUT IS IF YOU LOOK AT THE, THE CASUAL INCREASE IN FAST PITCH SOFTBALL, UM, OVER THAT ONE YEAR CHANGE WAS 43%. YOU KNOW, IT, PEOPLE, YOU KNOW, KIND OF LEARNING, GETTING BACK INTO TRYING NEW THINGS. UM, SO YOU SEE THAT GROWTH RATE COMING UP. AND I, I AM CONFIDENT THAT THE 22 REPORT WILL EVEN SHOW A GREATER GROWTH RATE, UM, FOR ALL OF THESE BOTH CASUAL AND THE, AND THE CORE. WE ALSO LOOKED AT SOCCER, UM, AGAIN, INDOOR AND OUTDOOR. YOU SEE THAT GROWTH RATE IN THE, IN THE CORE, UM, FOR OUTDOOR SOCCER, THAT COVID YEARS SHOWING ABOUT A 2% DECREASE, UM, AVERAGE USE. BUT THEN YOU SEE THAT ALMOST 21, 20 2% INCREASE OVER THAT TIME PERIOD, AS WELL AS INDOOR, THAT 14%. SO COMING OUT OF THE PANDEMIC, REALLY PEOPLE GETTING BACK INTO, INTO ORGANIZED SPORTS. UM, AND THEN, UM, PICKLEBALL, I MEAN, IF YOU HAVEN'T HEARD OF PICKLEBALL, UM, BE CAREFUL IT'S GONNA KIND OF CATCH UP WITH YOU VERY QUICKLY. UM, BUT YOU CAN SEE, YOU KNOW, THERE WAS STILL, UH, YOU KNOW, A GROWTH OVER THAT TWO YEAR CHANGE, UM, BETWEEN THE PANDEMIC YEARS BECAUSE OF THIS SEPARATION, PEOPLE CONTINUED TO GO OUTSIDE AND, AND PLAY, AND, UM, IT WAS MORE OF THAT CASUAL USE. SO YOU SEE THAT GROWTH, UM, CONTINUING IN PICKLEBALL. SO ONE OF THE THINGS THAT WE DO IS WE KIND OF USE THIS MIXED METHOD APPROACH TO OUR, OUR PUBLIC INFORMATION GATHERING. UM, ONE OF THE THINGS THAT WE DID NOT DO WITH THIS, UM, WITH THIS MASTER PLAN THAT WE TYPICALLY WOULD DO, IS WE DIDN'T DO A STATISTICALLY VALID SURVEY. AND THE REASON THAT WE DIDN'T DO THAT IS, AS WE WERE LOOKING AT THIS, THE COUNTY, UM, WHEN WE STARTED THIS PROJECT, THE COUNTY WAS JUST KIND OF WRAPPING UP THE PUBLIC ENGAGEMENT FROM THE COMPREHENSIVE PLAN UPDATE, AS WELL AS THE SCHOOL DIVISION WAS FINISHING UP THEIR STRATEGIC PLAN. SO BOTH OF THOSE HAD DONE SURVEYS, AND SO WE THOUGHT THAT IT WOULD NOT, IT, WE DIDN'T WANT THE COUNTY TO GET SURVEY FATIGUE. AND SO WE, WE USED THE DATA FROM, FROM BOTH OF THOSE SURVEYS, AND THEN WE ALSO USED AN ONLINE ENGAGEMENT TOOL TO, UM, TO, TO REACH THE COMMUNITY. [00:10:02] AND SO WE WERE HERE, UM, IN THE AUGUST, OCTOBER TIMEFRAME, AND WE DID STAKEHOLDER INTERVIEWS WITH THE EXECUTIVE LEADERSHIP OF THE COUNTY, THE BOARD OF SUPERVISORS. UM, WE MET WITH THE DEPARTMENT LEADERSHIP AND ALSO WITH, UM, WITH THE PUBLIC SCHOOLS. WE HELD FOCUS GROUPS. UM, SO WE HAD COMMUNITY MEMBERS, UM, TEENS WITHIN THE COMMUNITY, CIVIC GROUPS, UM, EDUCATORS, SPORTS GROUP LEADERS. AND THEN WE HELD A, A SWOT ANALYSIS WITH THE, UH, WITH THE DEPARTMENT STAFF. AND SO WE FIND IT VERY IMPORTANT TO ENGAGE THE STAFF IN THIS SO THAT WHEN THE PLAN COMES OUT, THEY HAVE BEEN INVOLVED AND THEY, THEY KNOW THAT THEY'VE BEEN HEARD THROUGH THIS PROCESS, AND IT'S NOT JUST SOMETHING THAT'S BEEN DROPPED ON THEIR DOORSTEP. AND SO FROM THE FOCUS GROUPS, FROM THOSE INDIVIDUAL FOCUS GROUPS THAT WE HELD, AND WE, WHEN WE DID THE FOCUS GROUPS, WE DIDN'T JUST DO, UM, ONE LOCATION AND ASK PEOPLE TO COME TO US. WE MOVED AROUND THE COUNTY, WE WERE HERE FOR THREE DAYS, MOVED AROUND THE COUNTY TO DIFFERENT LOCATIONS SO THAT WE COULD, UM, WE COULD ENGAGE THE COMMUNITY WHERE THEY'RE FROM. UM, SO THEY FELT MORE, MORE COMFORTABLE COMING TO THOSE MEETINGS. AND SO WE ASKED ABOUT NEW AMENITIES AND, UM, AND THESE WERE KIND OF IN, IN A RANKED ORDER, THE NUMBER OF TIMES THAT WE HEARD THESE THINGS. SO NEW TRAILS WAS, UM, WAS SOMETHING THAT WE HEARD QUITE OFTEN. LIGHTED OUTDOOR SPORTS FIELDS, OUTDOOR BASKETBALL COURTS, UM, DOG PARKS, INDOOR WALKING LOOPS, UM, FOR THE INCLEMENT WEATHER. AND THEN, UM, AN INDOOR OUTDOOR POOL, AND THEN A SEASONAL ICE SKATING RINK WERE KIND OF THE, THOSE TOP SEVEN THAT, UM, THAT CAME OUT OF THE FOCUS GROUPS. WE ALSO ALSO ASKED ABOUT THE SENIOR PROGRAMS AND FIELD TRIPS WAS THE, KIND OF THE NUMBER ONE THING THAT WE HEARD ALONG WITH LIFE SKILLS, UM, CLASSES. SO THOSE, UM, WATER SAFETY, UM, UM, COMPUTER AND TECHNOLOGY CLASSES, HOW TO USE SMART PHONES, HOW TO DO CODING, THOSE TYPE THINGS, KAYAKING PROGRAMS. AND THEN THERAPEUTIC RECREATION PROGRAMS WERE THOSE TOPS THAT WE HEARD. UM, AND THEN WE DID, AS WE DID OUR LEADERSHIP CHALLENGES. AND YOU CAN SEE IS, IS A CHALLENGE. IT'S A STRENGTH. UM, BUT IT'S ALSO THE COMMUNITY, UM, WITHIN A REASONABLE DISTANCE. THE COUNTY HAS, UM, OVER 30 YEARS OF ACCESS, THE AGREEMENT TO DALE PARK. UM, STRONG PARTNERSHIPS, JOINT AGREEMENTS WITH THE SCHOOL DISTRICT, AND THEN AMAZING ATHLETIC PROGRAMS AND PARTNERSHIPS WITH THE SCHOOL DISTRICT AND, UH, AND THE COUNTY PARKS AND REC DEPARTMENT. SOME OF THOSE CHALLENGES WAS THE, THE LACK OF A FORMAL MAINTENANCE PLAN FOR SPORTS FIELDS. AND THEY'RE, THEY'RE, THEY'RE WELL MAINTAINED, BUT THERE'S NOT A, A, A FORMAL PLAN TO, TO HOW TO MAINTAIN THEM IN THOSE THINGS. A LOT OF IT IS, YOU KNOW, INSTITUTIONAL KNOWLEDGE FROM THE STAFF THAT HAVE BEEN HERE AND MAINTAINING IT OVER THE YEARS. UM, THE, THE LACK OF KIND OF PASSIVE RECREATION OPPORTUNITIES IN THE NORTHERN PART OF THE COUNTY. UM, COMMUNICATION WITH RESIDENTS ABOUT PROGRAMS AND SERVICES, YOU KNOW, GETTING THE WORD OUT, MAKING SURE, YOU KNOW, WITH THE, THE LACK OF, OF BROADBAND THROUGHOUT THE ENTIRE COUNTY, KIND OF, YOU KNOW, WORD OUT, MAKING SURE THAT PEOPLE ARE, ARE, UM, KNOW, KNOW ABOUT THE PROGRAMS. AND THEN STAFF RETENTION. UM, YOU KNOW, IT WAS ONE OF THOSE CHALLENGES. I KNOW DURING THIS PROCESS, I THINK, YOU KNOW, RAY HAS LOST AT LEAST FOUR FULL-TIME EMPLOYEES, UM, DURING THE PROCESS AND, AND, AND OTHERS. SO THAT STAFF RETENTION IS, UM, IS A CHALLENGE. SO WE ALSO ASKED ABOUT ADDITIONAL AMENITIES. AND SO WALKING TRAILS, PLAYGROUNDS, MORE RECTANGLE FIELDS, OUTDOOR BASKETBALL RENTAL EVENT CENTER, SYNTHETIC TURF, UM, SWIMMING POOLS, OUTDOOR RESTROOMS. UM, SO YOU CAN SEE THAT THE, THE LEADERSHIP, UM, ADDITIONAL AMENITIES ALSO PRETTY MUCH LINES UP WITH WHAT THE COMMUNITY WAS SAYING. WHAT THOSE FOCUS GROUP PARTICIPANTS WERE ALSO INDICATING WERE, UM, WERE NEEDS WITHIN THE COMMUNITY. OOPS. AND SO, AS I MENTIONED, WE, UM, WE DID A, UM, A, AN ONLINE ENGAGEMENT USING SOCIAL PINPOINT, AND IT'S AN ONLINE ENGAGEMENT TOOL THAT THE COMMUNITY COULD INTERACT WITH. UM, WE HAD, YOU CAN SEE THE KIND OF THE, THE SCREENSHOT. WE HAD A, A COMMENT SECTION. UM, THERE WAS A SURVEY THERE, AND THEN THERE WAS A, YOU KNOW, KIND OF COMMUNITY, AN IDEAS WALL FOR, UM, FOR THE COMMUNITY. AND SO YOU COULD LEAVE A COMMENT, PEOPLE COULD, UM, THEY COULD REACT TO YOUR COMMENT [00:15:01] WITH A THUMB UP OR A THUMB DOWN, THOSE TYPE THINGS ON THE IDEAS WALL. YOU COULD LEAVE A, AN IDEAS AND PEOPLE COULD SAY, YEAH, THAT'S A GREAT IDEA. AND COULD, COULD SAY WHERE THEY THOUGHT IT COULD BE, THOSE TYPE OF THINGS. SO IT WAS VERY INTERACTIVE, AND IN THE SURVEY WE ASKED A COUPLE OF QUESTIONS, LIKE, IF YOU WERE THE PARKS AND RECREATION DIRECTOR FOR, YOU KNOW, FOR A MONTH, YOU KNOW, WHAT ARE THE FIRST THREE THINGS THAT YOU WOULD DO AS PARKS AND REC DIRECTOR? AND SO WE WERE ABLE TO GATHER THAT INFORMATION, UM, TO HELP US. 'CAUSE SEE WE HAD 669 PEOPLE THAT, THAT VISITED THE SITE THAT INTERACTED WITH IT, UM, 499 OF THEM. AND IT TOOK THE SURVEY AND GAVE US RESPONSES. UM, YOU KNOW, 90% HAD PARTICIPATED IN PROGRAMS, 72%, UM, PARTICIPATED IN YOUTH SPORTS, AND 86% OF THOSE THAT, UM, YOU KNOW, THAT PARTICIPATED RA RATED THE CUSTOMER SERVICE AS EXCELLENT OR VERY GOOD. AND SO WE'VE, UM, WE, WE TOOK ALL OF OUR INFORMATION GATHERING AND WE PROVIDED, UH, AN ENGAGEMENT SUMMARY THAT, UM, THAT WE'VE PROVIDED TO RAY THAT KINDA SUMMARIZES EVERYTHING AS WELL AS GIVING HIM THE RAW DATA. SO AS WE LOOK THROUGH THE, THE COMPREHENSIVE PLAN, UM, THERE WAS A, AN ENGAGEMENT PIECE IN THAT. AND THESE WERE THE, KINDA THE RESULTS THAT CAME OUT OF THE, UM, OUT OF THE COMPREHENSIVE PLAN, THE NEED FOR MORE TRAILS AND PUBLIC GREEN SPACE, NEW HIKING, WALKING AND BIKING TRAILS, CONNECTING THE EXISTING TRAILS TO PROVIDE EXPANDED ACCESS FOR MORE PEOPLE IN THE COUNTY, MORE ACTIVE RECREATION FACILITIES, NEW PLAYING FIELDS, UM, ESPECIALLY FOR YOUTH SPORTS TEAMS, THERAPEUTIC RECREATION, RECREATION OPPORTUNITIES, UM, CENTRALIZED VENUE WITH SPACE FOR MEETINGS, UM, AGE INCLUSIVE PROGRAMMING AND ACTIVE RECREATION, AND THEN CONTINUED PRESERVATION OF, UM, OF THE CIVIL WAR SITES. AND YOU CAN SEE THAT, UH, AGAIN, THOSE, THOSE KIND OF TOP THREE OR FOUR, UM, YOU KNOW, RECOMMENDATIONS OR, YOU KNOW, THAT CAME OUT OF THE ENGAGEMENT PROCESS ALL IN LINE AND KIND OF VALIDATE WHAT WE ALSO HEARD THROUGH, THROUGH OUR PROCESS. SO ONE OF, YOU KNOW, YOU'RE, WE'RE HEARING THIS TREND OF TRAILS AND HIKING AND CONNECTIVITY AND MORE ACTIVITY SPACE, UM, ADDITIONAL FIELDS IN THOSE THINGS, UM, THROUGHOUT, OUT ALL OF THESE DATA POINTS. AND SO ANOTHER THING THAT WE DID IS WE HAD TWO OF OUR STAFF PEOPLE, UM, THAT CAME. ONE IS A, A LICENSED LANDSCAPE ARCHITECT, AND THE OTHER IS A GIS SPECIALIST. THEY CAME OUT AND THEY VISITED ALL OF YOUR FACILITY, ALL OF YOUR PARKS. UM, THEY ALSO WENT TO THE, THE STATE PARKS AND TO THE SCHOOL FACILITIES AND THOSE THINGS. SO THAT'S POSITIVE. UM, SECONDLY, THE PARTNERSHIP FOR PETERSBURG, ESPECIALLY AS IT RELATES TO THE FLAR TRAIL, UM, AND THE CITY'S INTEREST IN IT, IS TO WORK WITH THE COUNTY TO SEE IF THERE COULD BE SOME INVESTMENTS MADE COLLECTIVELY. AND EVEN TO SOME DEGREE, YOU KNOW, THE GOVERNOR'S OFFICE RECOGNIZES THAT THE MOST UNHEALTHY COMMUNITY IN THE COMMONWEALTHS, UM, IS DEAD. LAST IS THE CITY OF PETERSBURG AND THE CITY OF HOPEWELL. WHEREAS PETERSBURG'S 1 33 HOPEWELL'S, LIKE 1 31, UH, EMPORIA GREENSVILLE, THE ST CRATER HEALTH DISTRICT, YOU KNOW, THEY'RE IN THAT, THAT TOP 10 AS WELL. UM, SO HAVING THAT IS AN EXTRA, UM, COMMUNICATION TO DEVELOPERS THAT THIS IS A PRIORITY FOR THESE AREAS. THAT RECREATION IS AN IMPORTANT AMENITY TO HAVE, UM, TO SUPPORT QUALITY OF LIFE. AND THEN YOU'LL SEE ALL OF THE GRAY AREAS ARE THE COUNTY'S EMPLOYMENT CENTERS. UM, REALLY PLACES WHERE THERE ARE CURRENTLY MAJOR EMPLOYERS FOR THE COUNTY AND WHERE FUTURE HIGH INTENSITY COMMERCIAL GROWTH AND INDUSTRIAL GROWTH COULD OCCUR. IT LOOKS LIKE A VERY LARGE AREA. UM, BUT REALLY A LOT OF WHAT'S DESIGNATED GRAY IS EXISTING LAND USE. UM, THERE IS NOT TOO MUCH OF THAT THAT IS CURRENTLY COMPLETELY UNDEVELOPED. UM, SO KEEP THAT IN MIND WHEN YOU'RE LOOKING AT IT. THE GREEN YOU SEE IS CONSERVATION AREA AND THEN THE RED YOU SEE IS GENERAL COMMERCIAL. UM, AND WE'RE PROPOSING TO KEEP THAT AROUND EXISTING CORRIDORS. UM, SO ROUTE ONE, ROUTE FOUR 60, UM, IN ORDER TO ENSURE THAT LAND USES ARE COMPATIBLE WITH EACH OTHER. AND THEN YOU'LL SEE HERE TOO THAT THE DENWOODY COURTHOUSE AREA WHERE WE ARE RIGHT NOW, UM, IS PROPOSED TO BE INCLUDED AS A DEVELOPMENT AREA AND MAP WAS DEVELOPED, HEARD FROM YOU ALL AND FROM COUNTY STAFF ABOUT THAT AS WELL. SO WANTING TO MAKE SURE THE FUTURE LAND USE MAP SUPPORTS THAT ENVISIONING THE AREA AROUND THE INTERSTATE 85 INTERCHANGE IS A POTENTIAL FOR ECONOMIC DEVELOPMENT PROSPECTS. UM, AND ALSO FOR COMMERCIAL BUSINESSES AS WELL TO DRAW TRAVELERS OFF THE INTERSTATE, THE PINK AROUND WHERE WE ARE RIGHT NOW. AND THE GOVERNMENT CENTER, UM, PROPOSED TO BE A TOWN CENTER USE, UM, ENVISIONED TO BE A MIXED USE AREA PEDESTRIAN BIKE INFRASTRUCTURE. UM, THIS AREA IS DESIGNATED AS A UDA, UM, WHICH ENCOURAGES THAT TYPE OF TRANSPORTATION INFRASTRUCTURE REGARDLESS. AND SO THAT HELPS PATIENTS FOR SMART SCALE OR OTHER, UM, GRANT FUNDING. UM, AND SO WE WERE SURE TO INCLUDE THAT AS WELL. AND THEN ACKNOWLEDGING [01:05:01] THAT ALL THE AREAS IN YELLOW AND BLUE, UM, ARE CURRENTLY CHARACTERIZED AS LOW DENSITY RESIDENTIAL AND THEY WOULD BE ENVISIONED TO CONTINUE AS LOWDEN CITY RESIDENTIAL THROUGHOUT THE LIFE OF THE PLAN. SO APARTMENTS WOULD BE APPROPRIATE. THERE ARE TWO DESIGNATIONS WHERE APARTMENTS WOULD BE APPROPRIATE AS CURRENTLY WRITTEN IN THE DRAFT COMPREHENSIVE. SO THE FIRST AREA IS THE BROWN THAT YOU SEE, THANK YOU. AND THEN THE SECOND AREA IS THE PINK THAT YOU SEE HERE AND THEN THERE'S SOME ALONG ROUTE ONE. SO THOSE ARE THE TWO AREAS WHERE THAT TYPE OF DEVELOPMENT WOULD BE APPROPRIATE. UM, AND THEN WITHIN THE COMPREHENSIVE PLANNING AND DEVELOPMENT GUIDELINES, UM, AND THEY ARE GUIDELINES FOR FUTURE DEVELOPMENT IN THAT AREA TO ENSURE THAT IT IS HIGH QUALITY. SO FOR INTEGRATE OPEN SPACE AND PROVIDE WELL-DEFINED PUBLIC SPACES. UM, SO MAKING SURE THE NATURAL ENVIRONMENT IS INTEGRATED, BUILDING NEW TRAILS, BICYCLE ROUTES AND OTHER RECREATION AMENITIES. UM, INCORPORATE, EXTEND CONNECTIVITY. UM, SO THE COMPREHENSIVE PLAN IS NOT, THAT'S NOT A REQUIREMENT, BUT THOSE ARE GENERAL GUIDELINES FOR DEVELOPERS SO THAT THEY KNOW THE COUNTY IS EXPECTING A HIGH QUALITY DEVELOPMENT IN THIS AREA. DOES THAT ANSWER YOUR QUESTION? YES. UM, THE PINK AREA, WHERE'S THAT IN THE COUNTY? SO THERE ARE A COUPLE PINK AREAS THOUGH, THE LARGEST ONE ALONG ROUTE ONE, UM, CENTRAL STATE HOSPITAL. MM-HMM . PART OF THE, YEAH, IT'S INCLUSIVE OF THE VACANT AREA OF THE CENTRAL STATE PROPERTY AND THEN GOES UP TO THE INTERSECTION WHERE THE, UM, FOOD LION IS, I BELIEVE, AND THAT RESIDENTIAL NEIGHBORHOOD AROUND THERE. SO THAT'S THE FIRST AREA. AND THEN THE SECOND PINK AREA IS ALONG COX ROAD AND I BELIEVE, UM, THAT THERE HAVE BEEN SOME PLANS APPROVED IN THAT GENERAL AREA FOR APARTMENTS OR AT LEAST PROPOSED AT SOME POINT. AND THEN THE THIRD PINK AREA IS AROUND THE SPORTS COMPLEX. UM, SO THINKING ABOUT AS THE COUNTY IS PROVIDING MORE AMENITIES AND MORE RECREATIONAL OPPORTUNITIES AT THE SPORTS COMPLEX, UM, THERE ARE SCHOOLS RIGHT THERE, UM, THINKING ABOUT THE POSSIBILITY OF BECOMING A NEIGHBORHOOD CENTER WITH, UM, MIXED USE. AND THEN STATE CODE DOESN'T TECHNICALLY REQUIRE A 30 DAY PUBLIC NOTICE ACROSS THE BOARD. BUT FOR A PROJECT OF THIS MAGNITUDE, WE WOULD RECOMMEND IT AS A BEST PRACTICE.
