UM, WE HAVE HAD THE PLEASURE OF WORKING WITH YOU ALL AND WITH THE COUNTY SINCE 2021 TO COLLECT INPUT AND TRANSLATE THE COMMUNITY'S VISION INTO THIS DRAFT COMPREHENSIVE PLAN.
WHAT YOU HAVE BEFORE YOU TONIGHT IS DINWOODY FORWARD THE PLAN TITLE BEING A NOD TO DINWITTY COUNTY'S COMMITMENT TO CONTINUED PROGRESS IN SUPPORTING A VIBRANT COMMUNITY.
THIS IS YOUR COMMUNITY, IT IS YOUR PLAN, AND NOW IT IS YOUR CHARGE AS COMMUNITY MEMBERS AND LEADERS TO BRING ITS VISION TO REALITY.
I DO HAVE A PRESENTATION TONIGHT, UM, GIVING A GENERAL OVERVIEW OF THE COMPREHENSIVE PLAN.

SO TONIGHT I'LL JUST REVIEW OUR COMPREHENSIVE PLAN, PURPOSE AND PROCESS, UM, AND QUICKLY REVIEW THE PLAN ELEMENTS AND GOAL STATEMENTS AND THEN TURN IT OVER TO YOU ALL TO OPEN THE PUBLIC HEARING AND MAKE A RECOMMENDATION.
SO A COMPREHENSIVE PLAN SERVES AS DEN COUNTY'S ROADMAP FOR THE FUTURE.
IT IS AN OFFICIAL AND ADOPTED PUBLIC POLICY DOCUMENT THAT PROVIDES LONG RANGE DIRECTION FOR LAND USE, GROWTH AND DEVELOPMENT, BUT ALSO FOR TOPICS LIKE TRANSPORTATION, ECONOMIC DEVELOPMENT, AND COMMUNITY SERVICES AND INFRASTRUCTURE.

PROVIDE A FRAMEWORK THAT CAN BE USED TO EVALUATE AND DIRECT COMMUNITY PROJECTS AND INVESTMENT AND DEVELOPMENT, BOTH IN THE SHORT TERM AND OVER THE NEXT 20 YEARS AS DIRECTED BY STATE CODE.UM, WHILE A COMP PLAN DESCRIBES THE FUTURE VISION FOR THE COUNTY, UM, IT DOES NOT CARRY THE FORCE OF LAW, UM, SERVING IT AS A REGULATORY DOCUMENT LIKE YOUR ZONING AND SUBDIVISION ORDINANCES.
HOWEVER, IT DOES PROVIDE THE FOUNDATION FOR THOSE REGULATORY TOOLS AND SHOULD BE COORDINATED WITH OTHER PLANS AND STUDIES SUCH AS THE COUNTY'S CAPITAL IMPROVEMENTS PLAN AND ANNUAL BUDGET.
THE CODE OF VIRGINIA SECTION 15.2 DASH 2 2 2 3 GIVES THE COUNTY THE AUTHORITY AND RESPONSIBILITY TO DEVELOP AND UPDATE ITS COMPREHENSIVE PLAN.
THE CODE OF VIRGINIA DOES MANDATE MUCH OF WHAT GOES INTO A PLAN, HOW THE PLAN IS ADOPTED, AND WHEN THE PLAN MUST BE REVIEWED AND UPDATED.
IT DOES REQUIRE THAT A LOCALITY REVIEW ITS PLAN AND MAKE ANY UPDATES IS NECESSARY EVERY FIVE YEARS AS A BEST PRACTICE.
IT'S GOOD TO DO THAT ANNUALLY TO CLOSELY TRACK YOUR IMPLEMENTATION EFFORTS AND ALLOW FOR COURSE CORRECTION IF NEED BE.
SO THE COMPREHENSIVE PLAN UPDATE KICKED OFF TWO YEARS AGO IN 2021 AND HAS HAD MULTIPLE PHASES.
JUST AS A REFRESHER, WE COMPLETED A DIAGNOSTIC REPORT OF THE CURRENT COMPREHENSIVE PLAN IN 2021.
THIS REPORT EVALUATED THE STRENGTHS OF THE CURRENT PLAN AS WELL AS IDENTIFIED GROWTH AREAS AND ANY AREAS THAT NEEDED TO BE BROUGHT INTO FULL COMPLIANCE WITH CODE OF VIRGINIA REGULATIONS.
WE KICKED OFF OUR FIRST PUBLIC ENGAGEMENT PHASE IN THE FALL OF 2021.
THE PURPOSE OF THIS PHASE WAS TO GATHER INPUT ON PLANNING TOPICS, STRENGTHS AND CHALLENGES.
AND I'LL HIGHLIGHT A LITTLE BIT MORE OF THAT IN DETAIL ON THE NEXT FEW SLIDES.
BEGINNING IN FEBRUARY OF 22 AND RUNNING THROUGH JANUARY OF THIS YEAR, WE HELD WORK SESSIONS WITH YOU ALL AND WITH COUNTY STAFF TO DRAFT THE COMPREHENSIVE PLAN CONTENT.
AND THEN THIS WINTER INTO SPRING, WE DID SPEND QUITE A BIT OF TIME ALONGSIDE COUNTY STAFF IN ADMINISTRATION REVIEWING AND REFINING THE PLAN THAT BRINGS US TO WHERE WE ARE TONIGHT.
THE FINAL PHASE OF THIS UPDATE PLAN ADOPTION.
UM, THE WORK DOESN'T STOP OF COURSE, WHEN THE COMPREHENSIVE PLAN IS ADOPTED, IT IS MEANT TO BE A LIVING AND EVOLVING DOCUMENT THAT IS CONTINUALLY REVIEWED, MONITORED, AND UPDATED TO ALLOW FOR COURSE CORRECTION IS NEW.
CHALLENGES AND PRIORITIES ARISE FOR THE COUNTY.
SO IN ORDER FOR DENWITY COUNTY TO HAVE A STRONG COMPREHENSIVE PLAN, THE COMMUNITY MUST BE INVOLVED IN INFORMING THE PROCESS.
UM, YOU SEE ON YOUR SCREEN DIFFERENT WAYS THE COMMUNITY WAS ABLE TO ENGAGE AND PROVIDE THEIR FEEDBACK BACK.
THROUGHOUT THE PROCESS, A PUBLIC INPUT SURVEY WAS MADE AVAILABLE BOTH ONLINE AND IN PAPER FORMAT IN THE FALL OF 2021.
AND THAT RAN CONCURRENTLY ALONGSIDE THREE IN-PERSON PUBLIC WORKSHOPS.
THE PUBLIC WAS ALSO INVITED TO ATTEND PLANNING COMMISSION WORK SESSIONS TO LISTEN IN ON DISCUSSION.
AND THEN AT THE CONCLUSION OF THE PLAN DRAFTING PHASE, WE HELD TWO IN-PERSON COMMUNITY FORUM REVIEWS THIS PAST MARCH ONE AT EAST SIDE ENHANCEMENT CENTER AND THE OTHER AT RAGSDALE COMMUNITY CENTER.
AND IN BETWEEN AT YOUR WORK SESSIONS, YOU ALL HAVE SERVED AS CITIZEN PLANNERS GUIDING AND DIRECTING PLAN DEVELOPMENT WITH THE COMMUNITY'S INPUT AND BEST INTERESTS IN MIND.
SO DYNAMED COUNTY'S PUBLIC ENGAGEMENT WAS VERY SUCCESSFUL WITH 66 PARTICIPANTS ACROSS THREE PUBLIC WORKSHOPS, 327 PARTICIPANTS IN THE PUBLIC SURVEY AND 56 PARTICIPANTS IN STAKEHOLDER INTERVIEWS THAT ENGAGED LOCAL, REGIONAL AND STATE INDUSTRY EXPERTS.
THE LIST YOU SEE ON THE RIGHT HAND SIDE OF YOUR SCREEN HIGHLIGHTS ONLY A FEW OF THE ORGANIZATIONS THAT WERE REPRESENTED THROUGHOUT THIS COMMUNITY ENGAGEMENT PHASE.
UM, IT WAS A VERY DIVERSE GROUP OF PARTICIPANTS, ALL OF WHICH PROVIDED VALUABLE FEEDBACK DURING THE COMMUNITY ENGAGEMENT PERIOD.
WE HEARD NUANCES AND DIFFERENT PERSPECTIVES, BUT THERE WERE SOME KEY THEMES THAT CONSISTENTLY EMERGED AS TOP PRIORITIES AND CONSIDERATIONS FOR THE COMMUNITY, THEREBY FORMING THE FOUNDATION FOR THE COMPREHENSIVE PLAN.
UM, THE COUNTY'S RURAL CHARACTER IS CONSIDERED ITS MOST VALUED ASSET, AND THE RESIDENTS ALSO VALUE ITS STRONG SENSE OF COMMUNITY.
RESIDENTS FEEL THAT DENWITTY COUNTY IS NOT ONLY A SAFE PLACE TO LIVE, BUT ALSO A GREAT PLACE TO RAISE A FAMILY AND RETIRE.
SOME OF THE COMMUNITY'S TOP CONCERNS WERE RELATED TO BROADBAND, SCHOOLS AND FUTURE DEVELOPMENT ALONGSIDE POPULATION GROWTH JOBS, SHOPPING AND INFRASTRUCTURE WE'RE SEEN IS CURRENTLY LACKING BY THE COMMUNITY AND THE COMMUNITY'S TOP PRIORITIES FOR THE FUTURE WERE LISTED TO BE UTILITIES AND INFRASTRUCTURE, PUBLIC SCHOOLS AND PARKS AND RECREATION.

UM, AND THIS IS WHAT DENWOODY COUNTY BELIEVES IN.
PLAN ELEMENTS AND GOALS OUTLINE WHAT DENWITTY COUNTY WANTS TO ACHIEVE OVER THE NEXT 20 YEARS.
AND THEN STRATEGIES IDENTIFY HOW DENWITTY COUNTY WILL ACHIEVE THOSE GOALS.
THEY ARE SPECIFIC ACTIONS AND PROGRAMS TO PURSUE.
FINALLY, THE IMPLEMENTATION PLAN OUTLINES WHO IS INVOLVED AND WHEN AND MAKING SURE THESE STRATEGIES ARE EXECUTED.
ON THE RIGHT HAND SIDE OF YOUR SCREEN, YOU CAN SEE THE SIX PLAN ELEMENTS, AND THESE ARE OF COURSE, ADDITION TO THE LAND USE ELEMENT AND THE COUNTY'S FUTURE LAND USE PLAN.
THE VISION STATEMENT FOR DITY FORWARD IS THE HIGH LEVEL GUIDING PRINCIPLE BEHIND THE PLAN.
THE PLAN'S VISION STATEMENT REAFFIRMS THE COUNTY'S VISION STATEMENT, WHICH IS THAT WE CHERISH OUR HERITAGE, EMBRACE OPPORTUNITY, AND OFFER AN EXTRAORDINARY COMMUNITY IN WHICH TO SPEND A LIFETIME.
SO TONIGHT I WILL JUST BE HIGHLIGHTING THE GOAL STATEMENTS OF EACH OF THE PLAN ELEMENTS.
THERE ARE TOO MANY STRATEGIES WITHIN THE CHAPTERS TO DESCRIBE EACH ONE IN DETAIL.
I'M HAPPY TO ANSWER ANY QUESTIONS AT THE END IF YOU HAVE THEM.
UM, MY INTENT IS TO GO THROUGH EACH PLANNING ELEMENT TO HIGHLIGHT, UM, THE CHAPTER AND ITS MAIN FOCUS.
SO THE FIRST PLANNING ELEMENT OF THE COMPREHENSIVE PLAN IS THE NATURAL ENVIRONMENT.
THE GOAL STATEMENT FOR THIS CHAPTER IS THAT ITY COUNTY MAINTAINS HARMONY WITH NATURE BY PROTECTING AND PRESERVING THE HEALTH AND VIABILITY OF NATURAL RESOURCES AND PROMOTING ENHANCED CONNECTION TO TO THE NATURAL ENVIRONMENT.
THE SECOND PLAN ELEMENT IS HOUSING IN COMMUNITIES.
UM, ONE OF THE NEEDS THAT WE HEARD CONSISTENTLY EXPRESSED FROM THE COMMUNITY WAS A NEED TO PROVIDE AFFORDABLE HOUSING IN THE COUNTY.
THAT IS HIGH QUALITY, HONORS THE EXISTING CHARACTER OF DEVELOPMENT IN THE COUNTY AND IS AVAILABLE TO ALL RESIDENTS, INCLUDING BUT NOT LIMITED TO YOUNG PROFESSIONALS, YOUNG FAMILIES, AND OLDER ADULTS.
THE GOAL STATEMENT FOR THIS CHAPTER IS THAT DENWITY COUNTY IS A COMMUNITY WHERE HIGH QUALITY HOUSING AND LIVING ENVIRONMENTS ARE AVAILABLE, ACCESSIBLE AND AFFORDABLE TO ALL RESIDENTS.
THE NEXT PLAN ELEMENT IS TRANSPORTATION.
THE COMMUNITY HIGHLIGHTED THE NEED FOR SAFETY AND EFFICIENCY IN THE COUNTY'S TRANSPORTATION NETWORK, AS WELL AS THE NEED FOR A WELL-BALANCED TRANSPORTATION NETWORK WHERE OPPORTUNITIES TO BIKE, WALK, AND TAKE PUBLIC TRANSIT ARE READILY AVAILABLE AND INTERCONNECTED.
THE GOAL STATEMENT FOR THIS PLAN ELEMENT IS THAT DEN COUNTY PROVIDES A BALANCED, MULTIMODAL AND EFFICIENT TRANSPORTATION SYSTEM TO CONNECT RESIDENTS TO THE ECONOMIC, EDUCATIONAL, RECREATIONAL AND ESSENTIAL SERVICES NEEDED TO MAINTAIN A HIGH QUALITY OF LIFE.
ECONOMIC DEVELOPMENT IS THE FOURTH PLAN ELEMENT.
DENWITY COUNTY HAS A STRONG AND DIVERSE ECONOMY SUPPORTED BY A WIDE VARIETY OF INDUSTRIES.
AND THE GOAL STATEMENT YOU SEE HERE REFLECTS THE DESIRE TO SUSTAIN THIS ECONOMY AND CONTINUE BUILDING THROUGH NEW INDUSTRIES AND SUPPORTING SMALL AND LOCAL BUSINESSES.
DENWITY COUNTY SUSTAINS A THRIVING, DIVERSE ECONOMY THAT ATTRACTS INDUSTRY, SUPPORTS A THRIVING ENTREPRENEURIAL ECOSYSTEM, AND BUILDS COMMUNITY WEALTH AND EXCEPTIONAL QUALITY OF LIFE FOR ITS CITIZENS.
THE NEXT PLAN ELEMENT IS COMMUNITY, FACILITIES AND INFRASTRUCTURE.
UM, THIS IS AN ELEMENT OR A TOPIC THAT BLENDS QUITE A FEW DIFFERENT ELEMENTS OF THE COMMUNITY AND QUALITY OF LIFE, SUCH AS PUBLIC SAFETY, FIRE AND RESCUE, UTILITIES, AND THE PUBLIC SCHOOL SYSTEM.
THE GOAL REFLECTS THIS WITH A STATEMENT THAT STRIVES FOR HIGH QUALITY FACILITIES AND SERVICES THAT MEET THE NEEDS OF THE COUNTY'S RESIDENTS.
DENWOOD COUNTY PROVIDES SUPERIOR PUBLIC FACILITIES, SERVICES AND INFRASTRUCTURE TO SUPPORT A HIGH QUALITY OF LIFE FOR ALL RESIDENTS IN A COST EFFECTIVE, EQUITABLE AND SUSTAINABLE MANNER.
NEXT, WE HAVE PARKS, RECREATION, AND CULTURAL RESOURCES.
DENWITY COUNTY'S EXISTING HISTORIC RE RESOURCES AND OPEN SPACE ARE HIGHLY VALUED BY THE COMMUNITY, AND THIS PLAN ELEMENT FOCUSES ON SUPPORTING THOSE EXISTING ELEMENTS WHILE OPENING NEW OPPORTUNITIES FOR RECREATIONAL SPACES.
DENWITY COUNTY PROVIDES EQUITABLE ACCESS TO PARKS, RECREATION, AND CULTURAL RESOURCES THAT PROMOTE HEALTHY RIGHT LIFESTYLES, BOLSTER TOURISM, AND ENSURE CONTINUED PROTECTION AND PROMOTION OF COMMUNITY HISTORY AND ENVIRONMENT.

THE FINAL AND PERHAPS THE MOST IMPORTANT PLAN ELEMENT IS LAND USE.THE LAND USE PLAN ELEMENT HIGHLIGHTS EXISTING LAND USE CONDITIONS AND DEVELOPMENT PATTERNS IN THE COUNTY AND SETS FORTH THE PLAN FOR FUTURE GROWTH AND DEVELOPMENT THROUGHOUT THE COUNTY OVER THE NEXT 20 YEARS.
UM, OF COURSE WE HEARD FROM THE COMMUNITY THAT DENWITY COUNTY'S RURAL AND AGRICULTURAL LANDSCAPE IS ITS MOST VALUABLE ASSET.
AND SO THE ULTIMATE GOAL OF THE FUTURE LAND USE PLAN IS STRATEGIC GROWTH TO CONCENTRATE FUTURE GROWTH AND MAKE EFFICIENT USE OF UTILITY INFRASTRUCTURE TO ENSURE SMART LAND USE AND THAT ITS RURAL AND AGRICULTURAL LANDSCAPES ARE CELEBRATED AND PROTECTED.
THE GOAL STATEMENT FOR THIS CHAPTER IS THAT DITY COUNTY MAKES STRATEGIC AND EFFICIENT LAND USE AND DEVELOPMENT DECISIONS THAT PRESERVE ITS RURAL LANDSCAPE WHILE WELCOMING, WELCOMING NEW OPPORTUNITIES FOR RESIDENTIAL, COMMERCIAL AND INDUSTRIAL GROWTH.
THE MOST CENTRAL PART OF THE LAND USE ELEMENT IS THE FUTURE LAND USE MAP AND ASSOCIATED FRAMEWORK.
UM, THE FUTURE LAND USE MAP IS DISTINCT FROM THE COUNTY ZONING MAP IN THAT IT IS NOT A REGULATION, IT IS NOT TIED TO THE LEGAL DESCRIPTIONS FOR PROPERTY IN THE COUNTY IN THE SAME WAY THAT ZONING IS RATHER THE LAND USE MAP AND THE ASSOCIATED FRAMEWORK ARE MEANT TO BE A GUIDE FOR DEVELOPERS, FOR RESIDENTS, AND FOR YOU ALL AND THE BOARD OF SUPERVISORS TO HELP YOU WEIGH THE MERITS OF DEVELOPMENT AND LAND USE PROJECTS.
SO THE FUTURE LAND USE MAP IS DETERMINED THROUGH THIS FRAMEWORK AND IT REPRESENTS THE IDEAL LAND USE PATTERN IN THE COUNTY AS IT WOULD DEVELOP OVER THE NEXT 20 YEARS.
UM, SO THERE ARE A COUPLE OF CONSIDERATIONS THAT WE, UM, ALONGSIDE STAFF AND YOU ALL TOOK INTO ACCOUNT WHEN WE WERE DRAFTING THIS FUTURE LAND USE FRAMEWORK.
UM, THE FIRST REVIEW AND UPDATE OF THE CURRENT FUTURE LAND USE PLAN AND MAP, UM, WORKING WITH YOU ALL TO DETERMINE WHAT IS WORKING, WHAT IS NOT WORKING, AND THEN REFINING THAT ACCORDINGLY.
WE ALSO LOOKED AT CONSERVATION AREAS, ENVIRONMENTAL RESOURCES AND ECONOMIC INCENTIVES TO TAKE THOSE INTO ACCOUNT ACCORDINGLY.
AND THEN AGAIN, THERE IS OF COURSE, STRONG CONSENSUS IN THE COMMUNITY FOR PROTECTING RURAL AND AGRICULTURAL LANDSCAPE.
SO THROUGHOUT THE ANALYSIS, WE REMAIN COGNIZANT OF THE NEED TO BALANCE THE PROTECTION OF AGRICULTURAL LANDS WITH THE ECONOMIC HEALTH OF THE COMMUNITY.
WE ALSO MADE SURE THAT NEW LAND USE DESIGNATIONS DID NOT LIMIT OR WERE INCONSISTENT WITH RECENTLY APPROVED DEVELOPMENTS AND ZONING CHANGES.
AND THIS ENSURES THAT THE COMPREHENSIVE PLAN MEETS STATE STATUTE.
AND FINALLY, AND MOST IMPORTANTLY, COMMUNITY INPUT.

WITH RURAL VILLAGES BEING THE NEW CATEGORY WITHIN THE FRAMEWORK, THE DEVELOPMENT AREAS ARE THE COUNTY'S PRIORITY AREAS FOR FUTURE RESIDENTIAL, COMMERCIAL AND INDUSTRIAL GROWTH.
THESE AREAS HAVE ADDITIONAL PLANNING AND DESIGN PRINCIPLES THAT APPLY, UM, TO ENSURE THAT EVERYBODY IS ON THE SAME PAGE ABOUT THE QUALITY AND THE CHARACTER OF DEVELOPMENT, UM, THAT IS OCCURRING IN THE COUNTY THROUGHOUT THE FUTURE.
WITHIN DEVELOPMENT AREAS, THERE ARE SIX SUBCATEGORIES, UM, ALL ALLOWING DIFFERENT USES.
LOW DENSITY RESIDENTIAL, SUBURBAN RESIDENTIAL, MIXED RESIDENTIAL, GENERAL COMMERCIAL EMPLOYMENT CENTER, UM, WHICH IS ENVISIONED TO BE, UM, INDUSTRIAL, INSTITUTIONAL AND OTHER USES THAT COMPRISE THE COUNTY'S MAJOR EMPLOYMENT BASE AS WELL AS TOWN CENTERS, WHICH ARE MIXED USE COMMUNITIES THAT ARE INTENDED TO BE WALKABLE AND ORIENTED AROUND A COMMUNITY NODE OR GREEN SPACE.
WE ALSO HAVE PHASE GROWTH AREAS.
THIS IS A SLIGHT CHANGE FROM THE PLANNED GROWTH AREAS THAT YOU HAVE IN YOUR CURRENT COMPREHENSIVE PLAN, BUT IT IS THE SAME CONCEPT THAT THEY ARE ABLE TO SUPPORT CONTROLLED RESIDENTIAL AND SOME LIKE COMMERCIAL GROWTH BASED ON WATER, SEWER AND TRANSPORTATION INFRASTRUCTURE.
CAN THE LEVEL OF SERVICE THAT'S EXISTING SUPPORT DEVELOPMENT IN THESE AREAS, THE GOAL IS TO PROVIDE A TRANSITIONAL AREA BETWEEN THE MORE DEVELOPED AREAS OF THE COUNTY AND THE MORE AGRICULTURAL AREAS OF THE COUNTY.
RURAL CONSERVATION AREAS ARE OF COURSE INTENDED TO REMAIN AGRICULTURAL AND THEN RURAL VILLAGES ARE THE NEW PIECE OF THE FRAMEWORK.
UM, THEY ARE ACKNOWLEDGING DITY COUNTY'S, UM, HISTORIC CENTERS OF COMMUNITY FOR ITS RURAL AREAS.
THE GOAL OF THIS DESIGNATION IS NOT TO SUPPORT, UM, GROWTH OR DENSITY OR NEW DEVELOPMENT IN THESE AREAS, UM, BUT RATHER TO ACKNOWLEDGE THEIR SIGNIFICANCE TO THE SURROUNDING COMMUNITY AND ALLOW FOR SUPPORTING USES.
