WHILE I'M JUST TALKING ABOUT THE SITE IN GENERAL THE SITE ACTUALLY LIES OVERWHELMINGLY BELOW THE RAILROAD TRACKS AS FAR AS ELEVATION.SO, AS YOU CAN TELL WITH THE EXISTING VEGETATION AND ALSO THE HEIGHT OF THE EXISTING RAIL BED THEY'RE INDICATING THAT A MAJORITY OF THE SITE WOULD NOT BE ABLE TO BE SEEN FROM ROUTE 460.
THIS IS THE SAME APPLICATION THAT WAS BROUGHT TO THE BEFORE THE PLANNING COMMISSION A YEAR AGO.
JUNE OF 2024 WITH THE MAJOR CHANGE. IS THAT THE PROPERTY ON THE SLIDE THERE THAT HAS THE CROPLAND THAT'S THAT'S BEING FARMED ABOVE WALKER'S POND ROAD ON THE VERY NORTH SIDE OF THE SITE.
AGRICULTURAL PARCEL. IT'S NOT NO LONGER PART OF THE APPLICATION.
AGAIN, THAT WAS THE 33 ACRE PARCEL. SO THE PROJECT SIZE NOW HAS BEEN REDUCED TO, AGAIN, THE 190, 96 ACRES. THE PROJECT. JUST TO FURTHER NOTE SOME OF THE ITEMS ON THE CONCEPT PLAN.
THE PROJECT WOULD BE ACCESSED ON THE NORTH SIDE FROM WALKER'S POND DRIVE.
YOU CAN SEE THAT AREA. THEY HAVE IT START ON THE VERY NORTH SIDE OF THE PROJECT.
THE SOUTHERN PORTION OF THE PROJECT WOULD BE ACCESSED FROM 460.
THERE'S AN EXISTING ENTRANCE OFF OF 460 THERE.
THAT DOES CROSS OVER THE RAILROAD. AND THAT'S HOW THEY WOULD ACCESS ACCESS THE SITE.
FROM 460 TO ACCESS THAT SOUTHERN PORTION. THE PROJECT IS PROPOSED TO TIE INTO THE DOMINION DISTRIBUTION GRID ON THE NORTH SIDE OF ROUTE 460.
BETWEEN THE RAILROAD TRACKS AND THE 460 RIGHT OF WAY.
AND THIS CONNECTION WILL CONSIST OF FOUR POLES OWNED BY DOMINION AND ONE POLE OWNED BY THE PROJECT.
THESE POLES WILL SUPPORT THE DISTRIBUTION CONNECTION LINE, TRANSFORMER, CIRCUIT BREAKERS AND RELAYS.
THE ELECTRIC LINES TO GET TO THE INTERCONNECTION POINT WILL ALL BE UNDERGROUND.
UP TO THAT POINT THEY WOULD ACTUALLY BORE UNDER THE RAILROAD TO MAKE THAT CONNECTION.
JUST TO NOTE, AS FAR AS COVERAGE FOR THE SOLAR PANELS, THE SOLAR PANELS WOULD COVER APPROXIMATELY 75, 76 ACRES OF THE SITE. THE FENCED AREA IS PROPOSED TO BE APPROXIMATELY 121.7 ACRES, AND THE PANELS WOULD COVER 39% OF THE LEASED AREA AND 62.3% OF THE FENCED AREA.
ALL OF THE PANELS WOULD BE FENCED IN IN DIFFERENT SECTIONS ON THE SITE.
I DON'T THINK I NOTED THIS IS A PROPOSAL TO BE A 20 MEGAWATT PROJECT.

JUST TO NOTE, CURRENTLY THERE THERE ARE NO WATER AND SEWER CONNECTIONS WITHIN THAT AREA.
THE RESIDENCES THAT ARE LOCATED IN THE AREA CURRENTLY ARE THEY UTILIZE ON SITE WELL AND SEPTIC SYSTEMS. SINCE THE LAST APPLICATION THAT CAME IN JUNE OF 2024, THAT DINWIDDIE COUNTY WATER AUTHORITY HAS LOOKED AT THIS APPLICATION AGAIN AND SENT A LETTER RECENTLY TO PLANNING STAFF JUST NOTING THAT THEY DID NOT HAVE ANY ISSUES WITH THE APPLICATION. THEY FELT LIKE IT WOULD NOT DISTURB ANY OF THEIR FUTURE PLANS THAT THEY HAVE AT THE PROPERTY. AND ALSO IF THE PROJECT WENT THROUGH IT WOULD NOT IMPEDE DEVELOPMENT PLANS THAT THEY HAVE IN THE AREA FOR WATER AND SEWER INFRASTRUCTURE. THEY JUST DID NOTE THAT THEY WOULD WANT THE COUNTY AND THE WATER AUTHORITY TO BE ABLE TO WORK WITH THE PROJECT, TO ENSURE THAT THEY WOULD BE ABLE TO GET ON SITE AND THROUGH THE SITE, IF NEEDED, ARE RELATED TO THEIR INFRASTRUCTURE. JUST A NOTE.
IN OUR COMPREHENSIVE PLAN AS WELL, THERE ARE OTHER SECTIONS WITHIN THE COMPREHENSIVE PLAN THAT WE FELT LIKE RELATE TO THE REQUEST THAT WE HAVE THIS EVENING. PRIME AGRICULTURAL LAND.
THERE ARE AREAS WITHIN THE SITE THAT ARE WHERE PRIME AGRICULTURAL LAND DOES EXIST.
SENSITIVE LANDS AND HABITATS, AS NOTED IN ALL THEIR REPORTS.
AS PART OF THEIR APPLICATION, THEY DID DO A BAT STUDY THE LONGER THE NORTHERN LONG EARED BAT.
WAS NOT FOUND TO BE HAVE A HABITAT WITHIN THE PROJECT AREA.
WANTED TO NOTE THAT AIR AND LIGHT THERE WERE NO RESTRICTIONS AS FAR AS AIR LIGHT. NOTHING NOTED BY FAA RELATED TO THE AIRPORT WITH THE PANELS.
AND THEN, OF COURSE, THEY HAVE ALL THEIR ENVIRONMENTAL STUDIES WITHIN THE APPLICATION.
I JUST WANTED TO NOTE THEY DID DO A FISCAL IMPACT STUDY AS PART OF THE PROJECT.
MACHINERY AND TOOLS TAX REVENUE FOR THE PROJECT IS ESTIMATED TO BE APPROXIMATELY $3.6 MILLION OVER THE 40 YEAR LIFE OF THE PROJECT. THIS INCLUDES $2.55 MILLION FROM THE TAX ON CAPITAL INVESTMENT IN MACHINERY AND TOOLS, PLUS $0.61 MILLION FROM THE INCREASED APPRAISED VALUE OF THE PROPERTY USED FOR THE SOLAR PROJECT AND THE ONE TIME PAYMENT OF ROLLBACK TAXES. IF THE REVENUE SHARE OPTION WAS USED AS PART OF THE PROJECT THAT WOULD ASSESS UP TO ONE $1,400 PER MEGAWATT OF SOLAR PROJECT CAPACITY WITH AN ESCALATOR OF 10% EVERY FIVE YEARS. BUT BEGINNING IN 2026 AND THAT WOULD PRODUCE APPROXIMATELY

$1.39 MILLION AS PART OF THE PROJECT OVER 40 YEARS.I WENT OVER THE VISUAL IMPACTS AS PART OF THE PROJECT AGAIN.
THERE IS A 75 FOOT BUFFER ALL THE WAY AROUND THE SITE.
AND THEN THEY DO HAVE THE ONE AREA ON THE FRONT OF THE SITE, WHERE THEY WERE PROPOSING A LANDSCAPE BUFFER THAT WOULD BE INSTALLED AS PART OF THE PROJECT. ALSO TO NOTE, JUST WHILE I'M TALKING ABOUT VISUAL IMPACTS, THEY DO HAVE A LANDSCAPE PLAN PROPOSED AS PART OF THE PROJECT FOR THE SITE. HOPING TO MAINTAIN A LOT OF THE VEGETATION ALONG THE BOUNDARY OF THE SITE.
BUT THEY DID SUBMIT THAT WE'LL GO OVER IN THE CONDITIONAL USE PERMIT CONDITIONS.
BONDING AS PART OF THAT, THAT LANDSCAPE PLAN.
TRAFFIC IMPACTS. THE AGAIN, THERE WOULD BE VDOT LOOKED AT THE APPLICATION AND WAS OKAY WITH HAVING ONE ACCESS POINT ON THE SOUTHERN PORTION OF THE SITE OFF OF 460 AND WAS OKAY WITH THEM ACCESSING THE NORTHERN PORTION OF THE SITE AT WALKER'S POND DRIVE. IT WAS NOTED THAT THERE THE PATH THAT THEY WOULD USE FOR TRUCKS WOULD BE ALDRIDGE ROAD. THEY WOULD NOT BE UTILIZING AMAZON ROAD AND ACCESSING THE, THE SITE FROM THE WEST FROM NAMSAN ROAD THAT WOULD ACCESS OFF OF FOR 60 UTILIZING ALDRIDGE ROAD AS THEIR HAUL ROAD TO ACCESS THE SITE. THEY DID SUBMIT A DECOMMISSIONING PLAN AS WELL. JUST WANTED TO NOTE THAT AND THAT'S DETAILED AS PART OF THE CONDITIONS IN THE CONDITIONAL USE PERMIT, AS WELL AS STORMWATER MANAGEMENT AND SEDIMENT CONTROL AS WELL.
INSPECTIONS ARE NOTED IN THERE AS WELL. THAT THE COUNTY WOULD BE ABLE TO INSPECT THE SITE AND THERE IS REIMBURSEMENT FOR COUNTY INSPECTIONS AS WELL AS IF COUNTY NEEDS REIMBURSEMENT FOR PLAN REVIEWS AS PART OF REVIEWING THE OVERALL PROJECT. IF IT GETS TO THAT POINT THERE'S FUNDING AS WELL FOR THAT AS WELL.

THERE'S FOUR POLES AND THEN A FIFTH POLE THAT CONNECT RIGHT THERE ON 460.

AND IF THAT POWER DOESN'T GET THROUGH THE TRANSMISSION GRID DOWN TO DINWIDDIE, IF YOU HAVE PROJECTS LIKE THIS THAT'S GENERATING POWER LOCALLY, IT'S GOING RIGHT ON THE LINES INTO THE HOMES AND BUSINESSES.
IT'S GOING TO PROTECT YOU FROM DEPENDANCE ON IMPORTED POWER.
VIRGINIA TODAY IMPORTS 30% OF ITS POWER. IT DOESN'T GENERATE.
